About this opportunity
The Indiana Department of Health is requesting proposals for metabolic formula supply and delivery services to individuals with inborn errors of metabolism under RFP 27-88055, with proposals due October 30, 2026 and a pre-proposal conference on September 30, 2026 at 9:00 AM ET at the Indiana Government Center-South in Indianapolis. The State seeks to consolidate metabolic formula distribution currently managed through five separate vendors into a single vendor contract.
A 3% Indiana Veteran Owned Small Business (IVOSB) subcontracting goal applies; respondents receive up to five evaluation points based on IVOSB participation and one additional bonus point for exceeding the goal. A Buy Indiana preference provides five points to certified Indiana companies.
The scope requires the contractor to supply complete product lines from Abbott, Ajinomoto Cambrooke, Mead Johnson, Nutricia, and Vitaflo at MMCAP pricing; ship all orders directly to patients' residences within one business day of order confirmation; maintain secure databases protecting patient information; provide order tracking from confirmation through delivery; and invoice monthly. The contractor must develop a Project Management Plan within 15 days of execution and submit monthly Key Performance Indicator reports documenting delivery timeliness and accuracy. Orders confirmed by 3:00 PM Eastern Time require next-business-day delivery; orders after 3:00 PM require second-business-day delivery. The contractor must comply with Indiana's Statewide IT Policies, AI standards through the Office of the Chief Data Officer, and state cloud infrastructure preferences (state-owned cloud tenant under Azure or AWS where hosting is in scope). The contractor must develop a turnover plan within six months of execution and maintain designated staffing levels during a four-month knowledge transfer period prior to contract end.
The initial contract term runs four years (January 1, 2027 through December 31, 2030) with an optional fifth year through December 31, 2031. Annual unit commitments are approximately 200 units (Abbott), 500 units (Ajinomoto Cambrooke), 1,000 units (Mead Johnson), 800 units (Nutricia), and 500 units (Vitaflo). All pricing must include product and shipping costs with no additional charges permitted; pricing must remain firm for a minimum of 180 days from award issuance.
Proposals are evaluated on a 90-point scale (plus up to one bonus point): mandatory requirement adherence (pass/fail), management assessment and quality (50 points), and cost (30 points). Written questions are due October 7, 2026 by 3:00 PM ET, with responses posted by October 14, 2026. Reference forms must be submitted by October 28, 2026 at 3:00 PM ET. Target evaluation activities are November 5–December 1, 2026, subject to change. The State reserves the right to conduct best and final offer rounds and request site visits.
