About this opportunity
The Indiana Office of Technology is soliciting proposals for an Enterprise Observability Platform under RFP 27-87814, with proposals due October 28, 2026 at 3:00 PM ET and a pre-proposal conference scheduled for September 30, 2026 at 9:30 AM ET. An Indiana Veteran Owned Small Business (IVOSB) subcontractor participation goal of 3% applies, with evaluation points awarded for meeting or exceeding this threshold. Buy Indiana Initiative certification also yields 5 evaluation points.
The platform must consolidate telemetry and monitoring across 37 state agencies and 213 applications, scaling to 500 applications during the initial contract term. Core capabilities span application performance monitoring (Java, .NET, Node.js, PHP, Python), digital experience monitoring, network path and performance monitoring (scalable to 250,000+ monthly units), infrastructure monitoring across a hybrid environment (70–75% on-premises VMware, balance distributed across Azure, AWS, Google Cloud Platform, and Oracle Cloud Infrastructure), application security, data analytics, ITSM/ITOM integration with ServiceNow, business service health analytics, AI-assisted operations, and fraud detection. The State ingests 3–5 TB of telemetry data daily. Implementation must achieve full operational readiness within nine months; non-incumbent vendors must execute a minimum 90-day parallel run. The current incumbent is Cisco AppDynamics/ThousandEyes/SecureApp.
Mandatory pass/fail requirements include GovRAMP Authorization (or documented timeline to achieve within 12 months), minimum three state government references with comparable data ingestion experience, SOC 2 Type II or ISO 27001 certification, encryption compliance, adherence to the Indiana Office of Technology Information Security Framework, and written commitment prohibiting use of State data for AI/LLM model training without authorization. All AI capabilities require alignment with Indiana's AI Policy and completion of an AI Readiness Assessment.
Respondents must provide firm-fixed pricing for a three-year initial term and five-year total term (including two optional one-year renewals) at both current (213 applications) and target (500 applications) scales, with detailed unit rates and assumptions disclosed across six cost categories: Platform Licensing, Support & Customer Success, Implementation & Professional Services, Training & Certification, AI/Agentic Consumption, and Ephemeral & CI/CD Telemetry. Pricing must remain firm for 180 days from award. The State establishes outcome-based objectives: maintain current coverage without interruption, reduce mean time to detect incidents by 20% and mean time to resolve incidents by 20% within 24 months, reduce alert noise from 64% to 30% or less within 12 months, and sustain return on investment of 100% or greater.
Evaluation criteria are mandatory compliance (pass/fail), management assessment and quality (50 points), price (30 points), Buy Indiana Initiative (5 points), and IVOSB commitment (5 points plus potential 1 bonus point), for a total of 90 points with possible bonus. Written questions are due October 7, 2026 at 3:00 PM ET, with responses posted by October 16. The State anticipates award in December 2026.
