About this file
This is a Technical Proposal Template for RFP 27-87814 issued by the State of Indiana for an enterprise observability and monitoring platform. The solicitation seeks a comprehensive solution to consolidate telemetry, application performance monitoring, digital experience monitoring, and infrastructure visibility across 37 state agencies and 213 applications, with planned scalability to 500 applications. The platform must support a hybrid environment approximately 70-75% on-premises and integrate with existing State tools including MuleSoft, Microsoft Power BI, Tableau, and ServiceNow. The proposal template requires detailed technical responses addressing mandatory pass/fail requirements, including GovRAMP Authorized status (or documented timeline to achieve within 12 months), minimum three state government references with comparable log and event data ingestion experience, SOC 2 Type II or ISO 27001 certification, encryption standards compliance, IOT Information Security Framework adherence, and written commitment prohibiting use of State data for AI/LLM model training without authorization. Implementation must achieve full operational readiness for the existing 213-application portfolio within nine months of contract execution.
The RFP requires respondents to demonstrate comprehensive capabilities across multiple technical domains including application performance monitoring for Java, .NET, Node.js, PHP, and Python; network path and performance monitoring scalable to 250,000+ monthly units; cloud FinOps across Azure, AWS, GCP, and OCI; analytics and event data ingestion at 3-5 TB/day; and fraud detection and operational technology/industrial control system visibility. The current incumbent is identified as Cisco AppDynamics/ThousandEyes/SecureApp, with non-incumbents required to execute a minimum 90-day parallel-run transition. Respondents must provide detailed pricing for AI-assisted capabilities at both current (213-application) and target (500-application) scales, with full cost transparency including per-token, per-query, per-investigation, and per-agent-execution metering. All AI capabilities require alignment with the State of Indiana AI Policy and completion of an AI Readiness Assessment, with vendor attestation prohibiting deployment of AI features without granted policy exceptions and requiring immediate notification of inadvertent AI feature activation to IOT.
