About this opportunity

Baltimore City Public Schools Office of Procurement is requesting proposals for a Police Overtime Management System under RFP-26065, with proposals due November 3, 2026 via eMaryland Marketplace Advantage (updated from the original March 6, 2026 deadline by Addendum #3). The solicitation carries MBE and WBE participation goals of 5 percent each.

The scope is a commercially available, proven Software-as-a-Service platform configured and integrated with existing City Schools enterprise systems to streamline overtime request, approval, assignment, and tracking for the 94-officer School Police Department. The system must integrate with UKG Ready (timekeeping), Oracle Fusion (finance and payroll), Active Directory (single sign-on), TeleStaff, Splash BI, and ADCIEO permit management. Functional requirements include mobile apps (iOS and Android with offline capability), geolocation tracking, enforcement of complex business rules (72-hour maximum work week, 32-hour overtime cap, 16-hour daily limit, double overtime for seventh consecutive workday), multiple user roles with audit trails, pre-approval workflows, exception reporting, configurable dashboards, retroactive entry support, and seven-year audit log retention. The platform must support five overtime categories and compensation tracking with comp-time versus cash options. The selected vendor must provide implementation within 180 days of award and go-live no later than six months, maintain a 99.9 percent uptime Service Level Agreement, demonstrate experience with school districts and law enforcement environments, and provide minimum five references (at least three from school districts). The contract term is three years from Board approval, structured as fixed-price with payments upon service completion as outlined in purchase orders.

The pre-proposal meeting was held February 12, 2026; questions were due February 17, 2026. Vendors must submit technical, financial, and MWBE files as three separate PDFs and acknowledge receipt of all addenda (Addendum #2 addresses submission format; Addendum #3 extends the due date). Bidders must submit financial statements, Maryland certificates of good standing, proof of insurance, and executed compliance affidavits. Electronic submission through eMaryland Marketplace Advantage is mandatory; late proposals will not be accepted.
