About this opportunity

The State of Michigan, Department of Technology, Management and Budget, is requesting proposals for statewide janitorial services across all 10 Prosperity Regions under RFP 260000002197, with proposals due August 6, 2026, at 3:00 p.m. Eastern and an anticipated contract start of January 1, 2027. Some locations are designated as Community Rehabilitation Organization set-asides and will be awarded only to CROs unless no responsive CRO bids are received or CRO bids exceed fair market value; non-CRO bidders may compete for non-designated locations. The RFP includes a Service-Disabled Veteran-Owned Business preference under Michigan law.

The scope covers janitorial services at 265 state facilities across 10 agencies—including the Department of Health and Human Services, Department of Transportation, Department of Corrections, Michigan State Police, and others—spanning office buildings, field offices, maintenance facilities, and military installations statewide. Services encompass daily office cleaning, restroom sanitation, floor care (hardwood, ceramic, terrazzo, concrete), break room maintenance, and periodic deep cleaning; contractors provide all labor, equipment, cleaning supplies, and supervisory services except for paper towels, hand soap, toilet tissue, trash liners, hand sanitizer, and air fresheners, which the state supplies. Contractors must comply with federal bloodborne pathogen standards, accommodate staff chemical sensitivities, and accommodate chemical restrictions (ortho-phenylphenol and piperonyl butoxide prohibited at certain facilities). If subcontractors perform more than 20 percent of deliverables, at least 20 percent of subcontracted work must be awarded to Michigan-based Geographically Disadvantaged Business Enterprises or the bidder must provide exemption justification. Compliance with Michigan Public Act 431 of 1984 Sheltered Workshop provisions is mandatory.

The contract runs three years (January 1, 2027–December 31, 2029) with up to four one-year renewal options at the state's discretion. Pricing must demonstrate profitability; bids indicating a loss are non-responsive. Base-year pricing is firm; adjustments require documented cost-change evidence supported by economic data and 30-day mutual review. Invoicing is monthly with line items for contract number, delivery order number, location name, service descriptions, quantities, and unit prices. Contractors pay a 1% administrative fee on all payments and must submit quarterly purchasing activity reports.

Evaluation uses weighted technical criteria totaling 100 points: 40 points for Statement of Work sections, 25 points for additional SOW sections, 15 points for the Vendor Questions Worksheet, 10 points for the Service Level Agreement, and 5 points each for security and equipment specifications. Only proposals scoring 80 or higher advance to pricing evaluation. The state reserves the right to conduct facility inspections, request oral presentations, perform reference checks, and conduct refinement sessions.

Bidders must submit proposals electronically through www.michigan.gov/SIGMAVSS in modifiable formats (Microsoft Word or Excel), not exceeding 30 MB per file, including Schedule A (Statement of Work), Schedule B (pricing on the provided template), four sample Location Specification Sheets for evaluation, Schedule G (equipment and supplies list), and the Confidential Treatment Form. Written questions are due July 23, 2026, at 3:00 p.m. Eastern; answers post by July 29. A pre-proposal meeting is scheduled for July 20, 2026, at 1:00 p.m. Eastern via Microsoft Teams.

Insurance requirements: Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation (Michigan statutory limits); all carriers must be rated A- VII or better by A.M. Best, and Michigan must be named additional insured. Service Level Agreement penalties apply for emergency response failures ($250), unsatisfactory conditions not corrected within eight business hours ($25 first day, $100 daily thereafter), inadequate staffing ($250 first, $500 thereafter), missing reports ($150 per day), incomplete snow removal ($25 first day, $50 daily), and background-check violations ($100 per unverified employee per day or 10% monthly invoice deduction, whichever is greater). The contract extends to MiDEAL members including local units of government, school districts, universities, community colleges, and nonprofit hospitals.
