Schedule A - Statement of Work for RFP 260000002197: Janitorial Services - Statewide
This is a Scope of Work document for the State of Michigan's statewide janitorial services contract opportunity covering all 10 Prosperity Regions across the state. The contract establishes a two-tier process whereby qualified bidders submit proposals and those scoring 80 points or higher advance to pricing evaluation based on a Location Specification Sheet (LSS) for a designated evaluation location. Following contract awards, individual state agencies will issue Requests for Quote (RFQ) for specific locations, which will be awarded on a best-value basis considering experience, verified past performance, and price. Some locations are designated as Community Rehabilitation Organization (CRO) set-asides and will only be awarded to non-CRO bidders if no responsive CRO bids are received or if CRO bids exceed fair market value. The contract term, renewal options, response deadlines, and award dates are not specified in this document excerpt.
Pricing must demonstrate contractor profitability; bids indicating a loss will be deemed non-responsive. Pricing is firm for the base contract years, with adjustments permitted only upon documented evidence of cost changes supported by economic data, with both parties having 30 days to review and negotiate modifications. The contract authorizes payment by Electronic Funds Transfer and requires monthly invoicing with specific line items including contract number, delivery order number, location name, service descriptions, quantities, and unit prices. Contractors must provide all personnel, equipment, materials, cleaning supplies, and supervisory services; some supply responsibilities (paper towels, hand soap, toilet tissue, trash liners, hand sanitizer, air fresheners) may vary by location as specified in the LSS. Contractors must comply with the Sheltered Workshop Sections of Michigan Public Act 431 of 1984 and, if utilizing subcontractors for more than 20 percent of deliverables, must award at least 20 percent of subcontracted work to Michigan-based Geographically Disadvantaged Business Enterprises (GDBEs) or provide justification for exemption.

Best Value includes the best combination of experience, verified past performance, and price.

Bids for these locations, from non-CRO bidders will only be considered if no responsive CRO bids are received or if the CRO bids are not determined to be within fair market value for these locations.
Janitorial contract awards are subject to the Sheltered Workshop Sections of P.A. 431 of 1984 (MCL 18.1293 – 18.1297). To receive further award consideration, location pricing must indicate the Contractor is making a profit. Pricing submitted indicating a loss will be considered non-responsive.

Awards will be made based on best value. An award of a tier one contract is not a guarantee of business nor award of any specific location.
The State reserves the right to expand the vendor pool as deemed necessary by the State.
The State reserves the right to elect not to exercise an option year for a contract that has not been utilized within the initial contract term.
Tier Two, Agency Request for Quotes (RFQs) Agencies will issue RFQs to select Contractors servicing the Prosperity Region the prospective site is located. Agencies may include other vendors in RFQ process to provide due diligence.
