About this opportunity
Coconino Community College (CCC) in Northern Arizona issued RFP #26-07 on May 1, 2026, to procure higher education administrative, operational support, and consulting services. The scope of work encompasses eight primary service areas: interim staffing and operational support, financial aid processing and remote services, compliance and regulatory support, process review and operational improvement, technology and data systems integration, training and professional development, strategic and institutional support, and institutional research, data, and analytics support. Qualified vendors must demonstrate relevant experience and expertise in higher education operations, flexibility and scalability of services, and qualified personnel capable of delivering consulting, operational support, interim staffing, compliance services, and institutional research and data analytics. Proposals are due by 2:30 PM Arizona Mountain Standard Time on May 28, 2026, with written questions due by May 14, 2026. Site visits to Flagstaff locations are optional and available by appointment only with a maximum 30-minute duration. The evaluation will utilize a points-earned compliance matrix across five criteria: relevant experience and expertise (25 points), understanding of higher education operations (20 points), flexibility and scalability of services (20 points), qualifications of personnel (20 points), and cost and pricing structure (15 points). Offerors must submit hourly rates, retainer options, and project-based pricing structures, with pricing remaining valid for a minimum of 90 days after the proposal due date and annual adjustments limited to the most recent U.S. Department of Labor Consumer Price Index for All Urban Consumers.
No set-aside designations for disadvantaged enterprises, minority-owned businesses, or other restricted categories are identified in the procurement documents. CCC does not guarantee a minimum volume of services and reserves the right to make multiple awards for specific service areas as needs arise; no incumbent vendors or current contractors are listed in the solicitation materials. The contract term shall be five years from the effective date, with five consecutive one-year renewal options subject to written approval by both parties at least 60 days prior to expiration, with anticipated contract execution for March 2026 and an anticipated award date of June 15, 2026. CCC participates in the Strategic Alliance for Volume Expenditures (SAVE) cooperative purchasing program, permitting vendors to reference cooperative contracts with a 1% administrative fee applicable to cooperative purchases from SAVE members. No specific budget range or award value is disclosed in the RFP documents, and CCC does not guarantee minimum volumes of services. Offerors must comply with extensive regulatory requirements including E-Verify immigration compliance, federal and Arizona non-discrimination provisions, comprehensive insurance coverage (Commercial General Liability of $1,000,000 per occurrence, Automobile Liability of $1,000,000, Worker's Compensation with statutory limits, and Network Security and Privacy Liability coverage of $2,000,000 if applicable to technology services), confidentiality and data protection standards, Arizona Revised Statutes regarding Israel boycott restrictions and forced labor bans, and federal certifications regarding debarment and suspension status under FAR provisions 52.209-5 and 52.209-7.
