About this opportunity
The State of Alaska Office of Procurement and Property Management is soliciting proposals for multi-award, non-mandatory term contracts to provide confidential document shredding services across six geographic zones (Fairbanks, Anchorage, Mat-Su Valley, Kenai Peninsula, Juneau, and Ketchikan), with proposals due by 4:30 p.m. Alaska Daylight Time on September 11, 2026, and a mandatory pre-proposal teleconference on August 28 at 1:00 p.m. Alaska Time. The scope encompasses regularly scheduled pickups at weekly, bi-weekly, monthly, bi-monthly, and quarterly frequencies, plus ad-hoc destruction services. Services require secure locking containers, on-site witnessing capability, certificates of destruction, and complete chain-of-custody documentation. Offerors must hold NAID certification, a capability filter weighted at 300 of 1,000 evaluation points. No subcontractors or joint ventures are permitted. Contractors must pass a seven-year nationwide criminal background check and carry workers' compensation insurance as required by Alaska Statute 23.30.045 (Employers Liability limits at least $1,000,000), Commercial General Liability Insurance with a $2,000,000 general aggregate limit and $1,000,000 per occurrence limit, and Commercial Automobile Liability Insurance with a $1,000,000 combined single limit, naming the State as additional insured.
The estimated annual expenditure is approximately $30,000 per zone based on historical Juneau data, with no minimum or maximum sales volumes guaranteed. Pricing is structured as fixed price with annual adjustment capability using the Consumer Price Index (CPI-U) for All Urban Consumers in Urban Alaska, adjustable no sooner than 12 months after contract execution and no more than once per contract year. Contractors pay a 1.5% administrative fee on net quarterly sales. The state offers a 5% discount for payment within 15 business days; standard payment is due within 30 days of invoice. The initial term runs approximately September 15, 2026 through September 15, 2028, with two optional one-year renewal periods at the State's discretion. Contracts serve Executive Branch Agencies on an as-needed basis and extend to the Alaska Legislative Branch, Court System, University of Alaska, and all political subdivisions, cities, boroughs, and school districts. Evaluation criteria totals 1,000 points: NAID Certification (300), Understanding Contract Requirements (150), Scheduling and Communication (150), Meeting Expectations and Contingency Planning (100), Cost Proposal (200), and Alaska Offeror Preference (100 if applicable). Award is anticipated October 1, 2026. Contact Joshua Hartman, Contracting Officer, at Joshua.Hartman@Alaska.gov.
