About this file
This is a Request for Proposal (RFP) submittal forms document for the State of Alaska Office of Procurement and Property Management seeking qualified offerors to provide statewide shredding services. The RFP is intended to result in multi-award, non-mandatory term contracts to provide shredding services across six geographic zones: Fairbanks, Anchorage, Mat-Su Valley, Kenai Peninsula, Juneau, and Ketchikan. The contracts will serve Executive Branch Agencies on an as-needed basis, with access extended to other state governmental entities including the Alaska Legislative Branch, Court System, University of Alaska, and all political subdivisions, cities, boroughs, and school districts. Proposals must be received by 4:30 P.M. Alaska Daylight Time on Friday, September 11, 2026, with late proposals considered non-responsive and rejected without review.
The submittal forms (A through E) establish specific requirements for proposal evaluation, including documentation of NAID certification, comprehensive narratives addressing chain of custody procedures, scheduling and communication methods, and contingency planning. Offerors must complete a detailed certification questionnaire addressing financial strength, insurance capability, compliance with federal and state requirements, and various legal and ethical standards. The RFP includes Alaska preferences for offerors meeting specified residency, business licensing, and organizational structure requirements, as well as Alaska Veterans Preference and Alaska Military Skills Program Preference options. All proposal narrative sections must exclude cost information and comply with specified page limits, with technical evaluations focusing on operational capability, resource sufficiency, and project team organization rather than pricing terms.
