About this opportunity

The California Office of Energy Infrastructure Safety is issuing Request for Offer 25-1025 for e-Filing Enhancement, Maintenance, and Operations services in Sacramento County. This procurement seeks a Technical Lead and Software Engineer to support, enhance, and maintain the e-Filing system, a Microsoft .Net web application used by utility companies, internal staff, and the public for electronic document filing and access. Key objectives include improving document organization and management, enhancing search functionality through migration to Azure application services, implementing functional improvements from an approved enhancements backlog, standardizing logging procedures, accelerating external stakeholder processing, and developing Azure CI/CD deployment processes. The Technical Lead must demonstrate a minimum of five consecutive years providing technical lead services with experience in virtual servers, Microsoft Azure, Microsoft Servers, Microsoft Internet Information Services, and .Net, plus five consecutive years leading technical teams including communication, team development, stakeholder engagement, and project management. The Software Engineer must demonstrate five consecutive years of software engineering experience designing, developing, and maintaining applications using Java, Python, and C++, plus five consecutive years of software engineering services to a California State Department or federal, state, local, or public agency. Both positions require a bachelor's degree in an IT-related or Engineering field, with experience evaluated on a pass/fail basis for minimum qualifications and up to 50 additional points for desirable qualifications including Agile methodology experience with State of California Departments. The evaluation framework assesses technical merit (maximum 370 points), cost efficiency (maximum 400 points), and potential interview performance (maximum 120 points), with respondents required to achieve a minimum of 225 points in the Understanding and Approach section and 75 points overall to be considered responsive. Any consultant reference rated as "Unsatisfactory" or "Marginal" results in disqualification. Questions must be submitted by May 6, 2026, with answers posted by May 12, 2026; offers are due May 26, 2026, at 3:00 PM PT via email to matt.freeman@energysafety.ca.gov, with interviews scheduled for approximately May 28, 2026, and a proposed award date of June 15, 2026.

Respondents must hold a current Technology, Digital, and Data Consulting (TDDC) Master Services Agreement contract established by the Department of General Services Procurement Division and must submit a copy of their TDDC MSA contract with highlighted pricing pages. No specific small business or disadvantaged enterprise set-asides are identified in this procurement. The contract has a not-to-exceed cost of $1,300,000.00 structured on an hourly basis for two base years plus one optional 12-month extension, with each position allocated 1,920 estimated labor hours annually. Respondents must provide all-inclusive hourly rates for both the Technical Lead and Software Engineer positions based on their existing TDDC MSA pricing, and the lowest-cost responsive bidder will receive maximum cost points with other respondents receiving proportionally lower scores. The 24-month base contract term runs from the effective date of approval, with optional extension available at Energy Safety's sole discretion at the original evaluated rates. All services are to be performed remotely during Energy Safety business hours (Monday through Friday, 8:00 A.M. to 5:00 P.M. PST, excluding State holidays), though onsite work may be required at the Contract Manager's direction. The contractor must provide six consultant reference forms total (three for the Technical Lead and three for the Software Engineer from different projects), submit a Task Accomplishment Plan within 45-90 days of execution, deliver responsive IT support with incident resolution and architecture documentation, participate in training and testing, submit a Final Report with executive briefing, and conduct knowledge transfer sessions for Energy Safety IT staff. Award will be made to the responsive respondent with the highest combined score across all evaluation categories, with offers remaining valid for 90 days after the submission deadline.
