About this file
This is an evaluation criteria document for RFO 25-1025, a state and local contract opportunity for consultant services. The solicitation seeks a Technical Lead and Software Engineer to perform work as detailed in the attached Statement of Work. Respondents must submit narratives addressing three evaluation categories, each worth up to 50 points for a maximum of 150 points total. To be considered responsive, offerors must achieve a minimum score of 75 points; those scoring below this threshold will be removed from further consideration. Offers must include examples from previous work experience demonstrating relevant capabilities and experience managing similar projects.
The three evaluation sections require respondents to describe their proposed consultant approach and capabilities, including relevant experience, tools, techniques, methodologies, and how staff qualifications align with SOW requirements; document the firm's experience managing proposed consultant staff on projects of similar size and scope with specific examples from comparable contracts or projects; and explain the team's internal collaboration approach, stakeholder engagement strategy, communication protocols, decision-making processes, and past project examples demonstrating successful collaborative delivery. Respondents are instructed not to simply restate RFO or SOW information and must address each section substantively to be considered responsive.
