About this opportunity

RFO 25-1024 is a Request for Offer issued by the State of California's Office of Energy Infrastructure Safety seeking qualified consulting services to support improvements to the Investigation Management System used by the Underground Safety Board's enforcement division. The procurement requires respondents to hold a current Technology, Digital, and Data Consulting (TDDC) Master Services Agreement contract with the Department of General Services and provide four specific consultant positions: Project Manager, Business Solutions Analyst, User Experience/Interaction Designer, and Senior Software Engineer. The scope of work encompasses discovery and documentation of current processes, development of a Task Accomplishment Plan, configuration of a Microsoft Dynamics 365 and Power Platform-based Software as a Service solution to replace the deficient DigCase system, creation of user interfaces for internal stakeholders and external portals for respondents and referral agencies, development of dashboards and alerts, creation of document templates and reports, establishment of public-facing dashboards, and delivery of training materials and a final project report. The contract term extends for 24 months with options to extend for two additional 12-month periods at originally evaluated rates, with a maximum not-to-exceed cost of $1,500,000 on an hourly-based consulting structure. The submission deadline is May 11, 2026, at 3:00 PM PT, with questions due by April 28, 2026, potential interviews scheduled for May 13, 2026, and a proposed award date of May 26, 2026. Evaluation criteria include administrative responsiveness review, technical evaluation based on consultant qualifications and understanding/approach narratives (minimum 75 points required on a 150-point scale), and cost assessment, with award made to the highest-scoring respondent. All offers must be submitted electronically to matt.freeman@energysafety.ca.gov with proper formatting not exceeding 150 MB per email, and offers remain valid for 90 days following submission.

Respondents must satisfy standard California compliance requirements including tax delinquency verification, Russia sanctions certification, California Civil Rights Laws certification, Iran Contracting Act verification, and Darfur Contracting Act certification if applicable, and must disclose any intended use of Generative Artificial Intelligence in deliverables or contract performance. The procurement does not identify specific set-aside designations for disadvantaged enterprises, though respondents must provide their SB/DVBE certification number and Secretary of State Business Entity Number as part of submission requirements. Specific consultant qualifications are established for each position, including the Project Manager requiring three years of IT project management experience within the last six years, one year of California state IT project experience within the last three years, two years of Agile methodology experience within the last three years, and current PMP certification; the Business Solutions Analyst requiring five years of business solutions experience and two consecutive years with Dynamics 365 and related platforms; the User Experience/Interaction Designer requiring three years of experience with Dynamics 365 and related tools within the last six years and one year of web-based user interface design experience within the last three years; and the Senior Software Engineer requiring three years of Dynamics 365 configuration experience within the last seven years, one year of process automation and Power BI experience within the last three years, and one year of Dataverse customization experience within the last three years, with all positions requiring a bachelor's degree in IT-related or Engineering fields and desirable qualifications available for two or more consecutive years of consultative services to California state departments. Respondents must submit three consultant reference forms per proposed consultant position (12 total), completed experience worksheets and resumes demonstrating how proposed staff meets minimum and desirable qualifications, understanding and approach narratives addressing consultant capabilities and team collaboration strategies, and cost information using existing TDDC MSA hourly rates across four contract years with Year One through Year Three requiring 4,560 annual labor hours and Year Four reducing to 2,880 hours. The total contract value will be determined by the hourly rates submitted multiplied by estimated labor hours, with the maximum not-to-exceed amount established at $1,500,000 for the entire contract period including all optional extension years.
