About this file

This is an Attachment 6 evaluation criteria document for RFO 25-1024, an Investigation Management System Improvements project for the State of California. The document outlines the scoring framework for respondent submissions on understanding and approach to performance of work as described in the Sample Agreement, Exhibit A - Statement of Work (SOW). Respondents must address three evaluation sections, each worth a maximum of 50 points for a total of 150 possible points. A minimum score of 75 points is required for an offer to be considered responsive; respondents scoring below this threshold will be removed from further consideration. Respondents are instructed not to simply restate information from the RFO or SOW but instead provide substantive narratives demonstrating their approach to completing the work.

The three evaluation sections require respondents to describe: (1) their proposed consultant approach and capabilities for each requested staff classification—Project Manager, Business Solutions Analyst, User Experience/Interaction Designer, and Senior Software Engineer—including relevant experience, tools and methodologies, and alignment with SOW requirements; (2) the firm's experience managing proposed consultants on projects of similar size and scope with specific examples and agency identification; and (3) the team's collaboration and stakeholder engagement approach with Energy Safety, including internal coordination protocols, decision-making processes, state stakeholder engagement strategies, and examples of successful past project delivery using similar team structures.

UNDERSTANDING AND APPROACH

Respondents must provide a narrative description of their understanding and approach to the performance of the work described in Attachment 1, Sample Agreement, Exhibit A – Statement of Work (SOW). Respondents must address Sections 1 through 3 below, provide examples from previous work experience, and submit with offer. Respondents may achieve a total of 50 points possible for each subsection below for a total of 150 maximum points.

Respondents must score a minimum of 75 points for their offer to be considered responsive.

Respondents who achieve less than 75 points will be removed from further consideration.

In preparing the response, Respondents should not simply restate or paraphrase information in the RFO and the SOW. 2. Respondents’ Experience for all Proposed Consultants (50 Points) Respondent must describe the firm’s experience managing each of the proposed Consultant(s) on projects of similar size and scope. The response must provide a summary documenting how it is similar in size and scope and identify the agency or organization where the work was performed. The response should include specific examples demonstrating the Respondent’s ability to successfully manage their personnel in support of comparable contracts and/or projects.

3. Team Collaboration and Stakeholder Engagement Approach (50 Points) Respondent must describe how the proposed team will collaborate internally and with Energy Safety to ensure effective communication, alignment, and delivery of project tasks and milestones. The response should include:
