About this opportunity
The Commonwealth of Kentucky Division of Abandoned Mine Lands is requesting sealed bids for site reclamation and underground coal seam fire suppression in Pike County under RFB-52-27 23042AMLBAML, with bids due October 15, 2026 at 9:30 a.m. Eastern Time. A mandatory site visit is scheduled for September 10, 2026 at 9:30 a.m. at the Prestonsburg Regional AML Office (3140 S Lake Drive, Prestonsburg, Kentucky 41653), with project area inspection to follow in Pikeville.
The scope encompasses mobilization, utility relocation and replacement, traffic control, site preparation (clearing and grubbing on 16 acres, 15,200 linear feet of access roads, temporary road culverts), erosion and sediment control, earthwork and grading (4,000 cubic yards), soil and rock drilling operations (drilling 22 boreholes plus 1 burning refuse site), steel casing installation (8-inch surface casing at 10 feet depth), drilling 2,530 linear feet of rock, underground coal seam fire suppression using flowable fill and phenolic foam, burning gob pile excavation and quenching, portal closure, and restoration activities (seedbed preparation, seeding at 1,280 pounds, limestone application at 175 tons, fertilizer, mulch, cover crops on 16 acres, and 9,600 tons of roadway stone placement and bituminous repairs). The bid schedule contains 28 line items with unit prices ranging from $1.00 to $1,000.00 per unit, plus lump-sum mobilization at $100,000.00. Addendum Seven permits use of approved phenolic foam suppliers including Fire Technology USA, Jennmar, Mapei, and Minova, and accepts U.S.-manufactured urea silicate systems as alternatives to mitigate European lead-time and shelf-life constraints; payment is based strictly on material quantity installed in the field.
Bids must be submitted exclusively through the Commonwealth's eProcurement system with registration in Vendor Self Service (VSS) at https://vss.ky.gov (allowing 24–48 hours). The Official Bid Document and Bid Bond (if required) must be combined as a single PDF attachment; bidders enter $0.00 in the system while the actual contract amount appears on the official bid document. Project plans, specifications, and drawings are available at no charge through https://www.stateofkyplanroom.com. A public bid reading occurs on the bid opening date at 11:00 a.m. Eastern Time via conference call. Questions are directed to Susan Ward, Purchasing Agent, at 502-226-0335 or Susan.Ward@ky.gov; project-specific questions to Michael Kearney at 502-682-2151. Unit prices outside the Allowable Price Limit (APL) range may be flagged as unbalanced bids requiring written justification if deemed the low responsive bid. Addendum Six (October 5, 2026 revised bid schedule) supersedes all prior bid schedules and is mandatory for submission.
