About this file

This is Addendum Seven to Invitation to Bid No. RFB-52-27 issued by the Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, for the AML Project in Pike County, Kentucky. The addendum addresses material specification flexibility for phenolic foam products used in the project, which face significant logistical constraints due to an 8-week lead time from European suppliers and a 12-week total shelf life, resulting in only a 4-week usable window on the project site. The addendum provides bidders with a comprehensive list of approved foam suppliers, including Fire Technology USA, Jennmar, Mapei, and Minova, along with their contact information and product specifications.

The addendum clarifies that both U.S.-manufactured phenolic foam and U.S.-manufactured urea silicate systems, such as Jennmar's Ultra X product and Mapei's urea silicate offering, are acceptable alternatives to mitigate overseas lead-time and shelf-life constraints. Any proposed product or alternative not explicitly detailed in the original design documents must be submitted to the Engineer for formal review and approval prior to procurement and installation. Payment will be based strictly on the actual quantity of material installed and accepted in the field on this measured-quantity contract; excess product purchased, remaining unused, or spoiled due to shelf-life expiration on-site will not be paid for by the owner.

Invitation to Bid No. RFB-52-27 For: 23042 AMLBAML AML Project Pike County, Kentucky

Susan Ward, Statewide Procurement Analyst II Division of Engineering and Contract Administration

Question:

The specified phenolic foam products have an 8-week lead time from European suppliers and a 12-week total shelf life, resulting in an estimated 4-week usable window on the project site. Are equivalent or alternative domestic products acceptable to mitigate this logistical constraint?

Response:

The list of foam suppliers and products compiled during project development includes the following:

• Fire Technology USA: Offers a phenolic foam product (Contact: Al Ozment, 903.241.6210).

• Strata Worldwide: Previously offered phenolic foam products, but the supplier has informed the design team that they will not offer foam products of any type at this time (Contact: Mike Fabio, 724.256.0284).

• Jennmar: Offers a European-sourced phenolic foam product with an 8-week lead time and a 12-week shelf life (leaving a limited 4-week window on-site unless cold-stored at 40°F) (Contact: Michael Castagnero, Office 412.963.5413, Cell 412.977.4365). Alternatively, Jennmar recommends an equivalent U.S.-manufactured two-part Ultra X urea silicate product, which features a longer shelf life and similar technical specifications.

• Mapei: Offers a U.S.-manufactured urea silicate product with a longer shelf life and specifications similar to phenolic foam (Contact: Rusty Linn, 304.534.0264).

• Minova: Offers Carbofill, a two-part phenolic foam previously recommended for this application (Georgetown, KY; Phone: 800.626.2948 / Headquarters:

800.520.6621).

Additional Conditions:

• Acceptable Alternatives & Materials: While the list above outlines primary contacts and options, including but not limited to these suppliers, both U.S.-manufactured phenolic foam and U.S.-manufactured urea silicate systems (such as Ultra X) are considered acceptable by the engineering team to help mitigate overseas lead-time and shelf-life constraints.

• Engineer Approval: Any proposed product or alternative not explicitly detailed in the original design documents must be submitted to the Engineer for formal review and approval prior to procurement and installation.

• Measurement and Payment: Payment will be based strictly on the actual quantity of material installed and accepted in the field. This is a measured-quantity contract;

therefore, any excess product purchased, remaining unused, or spoiled due to shelf-life expiration on-site will not be paid for by the owner.
