About this opportunity

The Oregon Department of Energy is soliciting qualifications from Energy Analyst firms to establish a prequalified list under RFQ 26-099 SEED, with Statements of Qualifications due July 23, 2026 at 4:00 p.m. Pacific Time. This is a prequalification vehicle; award does not guarantee contract work but establishes eligibility for future competitive procurements by individual state agencies.

Minimum qualifications require that energy analysis reports be provided by or directed by a Professional Engineer or Registered Architect licensed in Oregon, with at least three years of full-time modeling experience using approved computerized building energy modeling tools and demonstrated experience with commercial and institutional building systems, life cycle cost analysis, and SEED or equivalent projects completed within the last five to ten years.

Firms must submit Statements of Qualifications limited to 10 pages (excluding work samples, resumes, and required forms) through the OregonBuys e-procurement system. The scope includes building energy analysis to help state agencies exceed Oregon State building code energy conservation provisions by at least 20 percent and design new state-owned office buildings to operate as carbon-neutral facilities. SOQ submissions must include energy analysis work samples demonstrating comprehensive analysis of complex systems, key personnel qualifications and resumes, and completion of certification sheets covering responsibility, disadvantaged-business outreach commitment, disclosure exemptions, and false-claims attestations.

Evaluation awards up to 100 points across energy analysis experience and project history (20 points), project expertise (10 points), work samples (60 points), and key personnel qualifications (10 points). Firms scoring 75 or more points will be selected. Questions are due July 2, 2026 at noon. Agency evaluation is scheduled to complete by approximately August 14, 2026, with notices of award posted by approximately September 1, 2026. Prequalified firms will enter into three-year Prequalified List Agreements with one optional three-year renewal period, with agreement distribution for signature between September 7–11, 2026. No pricing is required in the SOQ submission.
