About this file
This Amendment/Addendum 001 document modifies the Request for Qualifications (RFQ) 26-099 SEED Energy Analysts issued by the Oregon Department of Energy. The solicitation seeks qualifications from energy analyst firms to establish a prequalified list for future competitive procurements related to building energy analysis services. Statements of Qualifications are due July 23, 2026 at 4:00 p.m. Pacific Time through the OregonBuys e-procurement system. Questions regarding the RFQ must be submitted by July 2, 2026 at noon. The agency anticipates completing evaluations by approximately August 14, 2026, with notices of award posted by approximately September 1, 2026. Prequalified firms will enter into three-year Prequalified List Agreements with an optional three-year renewal period, with agreement distribution scheduled for September 7-11, 2026. The SOQ submission is limited to 10 pages (excluding work samples, resumes, and required forms) and must include energy analysis work samples, key personnel qualifications and resumes, and completed certification sheets addressing responsibility, disadvantaged-business outreach commitment, disclosure exemptions, and false-claims attestations.
Minimum qualifications require that energy analysis reports be provided by or directed by a Professional Engineer or Registered Architect licensed in Oregon with at least three years of full-time modeling experience using approved computerized building energy modeling tools and demonstrated experience with commercial and institutional building systems, life cycle cost analysis, and SEED or equivalent projects completed within the last five to ten years. Evaluation criteria allocate up to 100 points across energy analysis experience and project history (20 points), project expertise (10 points), work samples (60 points), and key personnel qualifications (10 points), with firms scoring 75 or more points selected for prequalification. No pricing is required in the SOQ submission. The prequalification vehicle does not guarantee contract work but establishes eligibility for future state agency procurements focused on building energy analysis to help agencies exceed Oregon State building code energy conservation provisions by at least 20 percent and design new state-owned office buildings to operate as carbon-neutral facilities.

SECTION 3: Energy Analyst Firm Questions / Requests for Clarification and Agency
Responses:
Question #1a: Does the State require irms to have personnel on the Oregon Building Performance Standard list of energy professionals as a QEM, QP or QEA? -
Response #1a: This is not a requirement for the SEED program, but please indicate if any of the Key Personnel that are included in this submittal are also listed with the Oregon Building Performance Standard program as a QEM, QP, or QEA.
Question 1b: If not a QEM, QP or QEA, would the State be interested in a irm that has professionals that are Certiied Energy Managers (CEM) and Certiied Energy Analysts?
Response #1b: As part of your submittal, please note relevant certiications for Key Personnel. For reference, a person with a current CEM certiication would also be eligible to submit as a QEA, QP for the BPS.
QUALIFICATIONS (“RFQ”) No. 26-099 SEED Energy Analysts EPID
• Note that the Certiied Energy Analyst program offered by CABEC is not on the list of approved third-party certiications for OR BPS, but the Certiied Energy Auditor offered by AEE can be used to qualify for QEA status under OR BPS. Also note that the QEM position doesn’t require any certiications, just building energy management experience. See BPS 006 Energy Professionals for the complete list of qualifying certiications.
Question #2a: The RFQ states that, once prequaliied, irms are eligible to submit bids or proposals to Contracting Agencies and that ODOE will not be involved in subsequent procurements. Could you please clarify how project opportunities are communicated to prequaliied irms? Speciically:
Will Contracting Agencies issue project-speciic solicitations only to irms on the prequaliied list?
Response #2a: Contracting Agencies conduct procurement in accordance with their own procurement processes and guidelines. Agency does not have any involvement with this process so we are unable to provide any additional information.
Question #2b: Will ODOE maintain or distribute the prequaliied list for agencies to use?
Response #2b: Agency posts a list of prequaliied irms on its website.
Question #2c: Or are prequaliied irms expected to independently market their services to Contracting Agencies?
Response #2c: Agency does not provide guidance on irm solicitation and marketing practices.
Question #3a: Are modiied BIN calculations acceptable or is only DOE approved simulation program accepted for SEED energy analysis experience?
Response #3a: Energy modeling/simulation experience should include computer-based, 8760 hours/year energy modeling software. BIN calculations or modiied BIN calculations alone are not suficient.
Question #3b: Conirm that SEED level means complexity of the project and not “SEED projects”.
Response #3b: Yes, “SEED level” means of similar complexity and scope to a SEED project, but not necessarily a SEED project.
Question #3c: Can SEED projects authored by key personnel while employed by another irm be submitted for Section 3.5.1?

Response #3d: Yes
Question #3e: Can References on Attachment D, be from individuals who have worked with key personnel at other irms?
Response #3e: No, references are irm-speciic.
Question #3f: It was not explicitly stated that Attachment D was to be used for section 3.6.
Conirm that this section is asking for (3) references to ill out Attachment D, or are there additional references that we need to procure in addition to submitting that form?
Response #3f: Yes, Attachment D is intended to be used for the requested references in section 3.6.
Question #3g: 3.5.5 – Modeling Experience is not listed on the scored evaluation criteria matrix as being scored. What are the possible amount of points for this section that can be awarded?
Section 3.5.1 Key Personnel and their Resumes is included in the scoring matrix, but section
3.5.6 Resumes is not. Both sections are asking for our personnel and their resumes. Conirm the expectation of what is to be provided in each of those sections and whether they will both be scored
Response #3g: 3.5.4 Key Personnel and Resumes is listed in the scoring matrix as worth 10 points. Modeling Experience (listed as section 3.5.5) and Resumes (listed as section 3.5.6) are intended to be included in this scoring category and section, as indicated by the title and description. The section numbers for Modeling Experience and Resumes were inadvertently formatted incorrectly within the Solicitation/Agency RFQ and should be nested under section 3.5.4 and are part of that 10 point total score evaluation. This was amended in Section 2 of this Addendum above. Please also see the corrected table below.
Title Section Number As-Listed Corrected Section Number Modeling Experience 3.5.5 3.5.4.2 Resumes 3.5.6 3.5.4.3
Question #3h: What is the timeline for “Attachment E Reserved” to be posted?
Response#3h: Attachment E will not be posted within this Oregon Buys solicitation/Agency RFQ. The reference to "Reserved" is intended to indicate a placeholder
QUALIFICATIONS (“RFQ”) No. 26-099 SEED Energy Analysts EPID in case Attachment E is needed in a subsequent Solicitation/Agency RFQ. For example, in some Solicitations/Agency RFQs Attachment E is a Price/Cost Offer Form. There is no Attachment E for this Solicitation/Agency RFQ.
Question #3i: Will title pages, dividers and table of contents count towards the ten-page, page limit?
Response#3i: Yes. As stated in Solicitation/Agency RFQ Section 3.2.1 SOQ Format and Quantity, "The SOQ must be typed and prepared in a simple, economical manner. The SOQ is to follow the format and reference the sections listed in the Solicitation/Agency RFQ.
