About this opportunity

Dallas Independent School District is soliciting qualifications for Real Estate Brokerage Services on a district-wide, as-needed basis under RFQ JL-250116, with proposals due July 9, 2026. The procurement is subject to Title 2 CFR Part 200 compliance and may be funded through local, state, federal, and grant programs. Small Business Enterprise participation is emphasized; Dallas ISD maintains an aspirational SBE goal of 30 percent of total contract dollar value for goods and services, with SBE evaluation carrying up to 20 percentage points in the award decision.

The scope covers property acquisition support, disposition services, lease negotiation and administration, market research and advisory services, valuation coordination, and end-to-end transaction management across the District's geographically distributed property portfolio in Dallas. Qualified firms must demonstrate a minimum of five years of continuous commercial real estate brokerage experience with institutional, governmental, or large portfolio transactions; active licensure as a real estate broker in Texas; documented experience in the Dallas commercial real estate market; and professional staff holding recognized industry credentials such as Certified Commercial Investment Member or Society of Industrial and Office Realtors designations. A clean disciplinary record is required.

The contract term is three years with two successive one-year renewal options, not to exceed five years total. Either party must provide written notice no fewer than ninety days prior to expiration if renewal is not intended. Broker fees and commissions for property disposition transactions will be paid by the buyer or covered through sale proceeds; for lease transactions, the landlord or lessor covers co-brokerage fees on behalf of the tenant representative. Any transactions deviating from this standard compensation model require prior written District authorization. Firms must maintain errors and omissions insurance, general liability coverage, and other insurance as specified by District risk management standards.

Award decisions will be made by best value analysis considering purchase price, vendor reputation and quality, extent of goods or services meeting District needs, past relationship with the District, SBE compliance impact, total long-term cost, and other relevant factors. Vendor references are required; reference forms must be returned by July 9, 2026 at 2:00 PM Central Time. Dallas ISD is exempt from state and federal tax; tax should not be included in proposal totals. Offers must remain firm for 120 calendar days following receipt and opening. Submissions are electronic via the Bonfire portal at https://dallasisd.bonfirehub.com; sealed manual submissions are accepted at Dallas ISD Procurement Services, 9400 N Central Expressway, Suite 1510, Dallas, TX 75231.

Vendors must complete and file a Conflict of Interest Questionnaire (Form D) under Texas Local Government Code Chapter 176 and a Certificate of Interested Parties (Form 1295) through the Texas Ethics Commission no later than seven business days after beginning contract discussions or submitting any written communication. A W9 form is required. Specification or Scope of Work Deviation Requests and Terms and Conditions Deviation Requests may be submitted; all variations require written District approval before implementation.
