About this opportunity
San Bernardino County Department of Public Works and the San Bernardino County Flood Control District are soliciting pre-qualifications for on-call Public Works Maintenance Services throughout San Bernardino County, with proposals due September 3, 2026. A 5% local preference applies to vendors with headquarters or major regional offices within the County and employing a minimum percentage of management and regular employees locally.
The scope encompasses concrete work, debris and erosion control, traffic control and flagging, crack sealing, traffic striping, hazardous waste disposal, heavy equipment rental, weed abatement, pavement maintenance and repair, fence installation, material testing, guardrail repair, electrical services, chip seal material testing, biohazardous waste removal, snow removal, and related services. Proposers need not offer all service categories. Service locations are organized into five regions: Foothills, High Desert, Low Desert, Mountains, and Valley.
The contract period runs January 1, 2027 through December 31, 2030, with semi-annual proposal submission windows for specific job assignments throughout the term. The County intends to award contracts to multiple pre-qualified contractors, who will then compete on competitive bids as individual projects are scheduled or emergencies arise. Pricing is not required at the pre-qualification stage; bids will be submitted when projects are identified.
All contractors must hold valid California contractor licenses, maintain Department of Industrial Relations registration for public works projects, and comply with California prevailing wage determinations applicable to San Bernardino County and surrounding jurisdictions. Contractors must provide proof of general liability insurance, workers' compensation, and other required coverage with the County named as additional insured. Payment bonds equal to one hundred percent of contract value may be required for projects exceeding $25,000. Proposers must register with the County's electronic procurement system (ePro) prior to submission.
Questions are due July 30, 2026 at 12:00 PM PST. Addendum No. 1 clarifies that project-specific requirements, including prevailing wage obligations and bonding requirements, will be determined and communicated when individual bids are issued for identified projects.
