About this file
This is an Addendum No. 1 to a Request for Qualifications (RFQ) issued by the San Bernardino County Department of Public Works on August 24, 2026. The addendum addresses questions and answers related to RFQ PWG126-OPERA-6198. The RFQ establishes a prequalification process to create a list of qualified vendors for future project opportunities. Once projects are identified, competitive bids will be issued to prequalified vendors, with the lowest responsive bidder receiving the contract award. The scope of work is referenced in Section 8 of the original RFQ documentation.
The addendum clarifies that all project-specific requirements, including prevailing wage obligations and bonding requirements, will be determined and communicated at the time individual bids are issued for identified projects. Payment bond requirements referenced in the original RFQ documents do not apply to the prequalification process itself but will be imposed on actual project awards. The prequalification approach allows the County to evaluate vendor qualifications in advance while deferring project-specific requirements and pricing terms until competitive bids are solicited for individual work assignments.
