About this opportunity

The Oregon Medical Board is soliciting proposals for public relations and governmental affairs services on an ongoing basis, with proposals due July 27, 2026 by 5:00 p.m. and a questions deadline of July 13, 2026 at 5:00 p.m.

The contractor must have a minimum of five years of relevant experience and documented prior work with government agencies within the past five years. Proposers must be registered to do business in Oregon at contract award and throughout the contract term. All work products become the exclusive property of the Oregon Medical Board.

The scope spans legislative monitoring and response, weekly contact with the Executive Director, development and implementation of a legislative agenda, relationship building with legislators and partner organizations, legislative research and analysis, testimony on behalf of the Board as directed, and monthly activity updates plus end-of-session reports with recommendations. Services encompass both interim outreach activities (materials development, legislator meetings, committee participation, media strategy, coalition building) and services during all legislative sessions (legislative strategy, communications, bill monitoring, coordination, session reporting).

The contract term runs approximately two years from December 1, 2026 through November 30, 2028, subject to funds availability. The maximum not-to-exceed compensation is $150,000, which includes all allowable expense reimbursements. The contractor's monthly consultation rate will be specified in the contract. Travel and other expenses require prior written approval; parking validation at Crown Plaza garage when services are delivered onsite is an exception. Invoices may be submitted no more frequently than monthly following Agency review and approval, contingent on continued appropriations.

Evaluation comprises General Experience and Approach (30 points), 2027 and 2028 sessions capabilities (50 points), other considerations including monthly fees (20 points), three professional references (25 cumulative points), and interviews with top candidates (25 points). Failure to provide adequate references or appear for a scheduled interview results in automatic disqualification. Proposals are limited to 20 pages plus a required Public Relations Proposal Form. Pricing must remain valid for 60 days after closing and for the lifetime of the contract.
