About this opportunity

Gwinnett County Board of Commissioners is requesting proposals for Employee Assistance Program and Work Life Services on an annual contract with four one-year renewal options, with proposals due August 22, 2022 at 2:50 p.m. local time at the Gwinnett County Purchasing Office in Lawrenceville, Georgia. A pre-proposal Webex conference is scheduled for August 8, 2022 at 10:00 a.m.

The scope encompasses comprehensive EAP services including one-on-one counseling, departmental support, technology solutions, and access to local providers serving approximately 5,000 active employees and 2,300 retirees. The contract requires a minimum of 128 training hours included in base pricing, 16 hours per week of onsite counseling, supplemental onsite hours, and case management services including fitness-for-duty evaluations. Prospective bidders must rebadge the existing onsite EAP provider currently supplied by Humana EAP, which has served the County for seven years. Current pricing benchmarks are $1.94 per employee per month (PEPM) for EAP services with onsite resources at $110 per hour; additional services such as DOT SAP Evaluations are priced separately at $750 per case, and forensic psychiatrist services range from $2,000 to $5,500 per case.

The evaluation criteria allocate 120 total points across ability to meet requirements (20 points), background and experience (15 points), account management (20 points), plan design (20 points), references (5 points), cost (20 points), and an optional interview (20 points). Award will be made to the highest-scoring technical proposal; funding is approved and payment will be made in arrears based on actual active employee counts. Proposals must be submitted in two unbound single-sided copies and three digital copies on separate flash drives, with cost proposals in a separate sealed envelope. Service providers must be authorized to do business in Georgia and maintain an A.M. Best rating of A-5 or higher. Questions are due August 9, 2022 at 3:00 p.m. to Dana Garland at dana.garland@Gwinnettcounty.com or 770-822-8723. Firms on the Gwinnett County ineligible source list are ineligible to submit.
