About this opportunity
The Oregon Department of Transportation is soliciting bids for janitorial services at the Prineville DMV under ITB S-73000-00017840, with proposals due October 5, 2026.
The scope covers daily, weekly, and monthly cleaning and maintenance of the Prineville DMV facility at 1595 E Third Street, Suite A-3, Prineville, Oregon, including vacuuming carpeted areas (800 square feet), sweeping and mopping non-carpeted floors (400 square feet), restroom sanitation, trash removal, dusting, window cleaning, and disinfection of high-frequency touch surfaces. Periodic services include hard floor care and carpet cleaning twice per year. Services are to be performed Monday through Friday between 6:00 p.m. and 6:00 a.m., excluding state holidays, with periodic services scheduled after business hours on Saturdays or Fridays before holiday weekends. The contractor must provide all staffing, training, supervision, equipment, and cleaning supplies except toilet tissue, paper towels, hand soap, toilet seat covers, room deodorants, plastic liners, and light bulbs, which ODOT provides. All cleaning products must be environmentally-friendly and certified to Green Seal GS-37, UL 2759, UL 2795, or equivalent standards, unless unavailable alternatives are approved by the on-site coordinator.
The contract has an initial term of four years with the potential for two additional one-year extensions, for a maximum term of six years. Bidders must demonstrate a minimum of three years of direct janitorial service experience; subcontractor experience or references cannot satisfy this requirement. The prime bidder may manage subcontractors for actual cleaning services, provided quality control remains the prime's responsibility. The contractor must maintain criminal background checks for all employees and submit a current employee list 72 hours before service commencement. Payment is due within 30 calendar days of invoice approval, with invoices submitted by the 10th of each month. Pricing is structured as unit prices for daily, weekly, and monthly tasks billed monthly, per-occurrence charges for periodic services, and hourly rates for exception and emergency cleaning. All bid prices must remain effective for a minimum of one year following award.
