About this file

This is a Questions and Answers document for ITB S-73000-00017840, a janitorial services contract issued by the Oregon Department of Transportation for the Prineville DMV facility. The contract seeks one qualified contractor to provide comprehensive janitorial services. The document addresses bidder inquiries regarding scheduling accommodations, subcontracting arrangements, experience requirements, and contract start dates. Key clarifications include confirmation that the Prineville DMV can accommodate alternative scheduling for religious observance purposes, with further discussions to occur post-award regarding periodic services such as carpet cleaning and hard floor care. Bidders may serve as prime contractors managing quality control while utilizing approved local janitorial subcontractors for actual cleaning services. A designated representative from a subcontractor may attend the mandatory walkthrough without advance authorization and can sign in at the site. No specific start date has been established for the contract.

Minimum qualifications require bidders to demonstrate a minimum of three years of direct janitorial service experience as specified in the ITB, with related maintenance experience not acceptable as a substitute. Subcontractor experience and references cannot satisfy the bidder's minimum experience requirements; the prime bidder must meet all qualification thresholds independently. All specifications and task schedules for the contract are detailed in Exhibit A—Statement of Services. The document does not provide information regarding pricing terms, contract duration, renewal options, funding sources, or award amounts.

Questions and Answers #1

ITB S-73000-00017840 - Janitorial Services – Prineville DMV

Q1. Religious Observance. To ensure compliance with the required cleaning schedule, we would appreciate clarification regarding the allowable weekly cleaning schedule under this contract.

For Religious Observance, our operations are unavailable from Friday sundown through Saturday sundown. We would like to request approval to move any cleaning services that would otherwise be scheduled during Friday evening or Saturday daytime to Saturday evening after sundown or Sunday daytime, while maintaining all required weekly service levels and facility readiness standards. Could you please confirm whether the proposed scheduling accommodation would be acceptable under this contract?

• I consulted with Prineville DMV staff, and they would be able to accommodate your schedule if your company is the awarded bidder, and we can further discuss the specific methods and scheduling for periodic services like carpet cleaning and hard floor care to ensure there is time to allow any moisture or chemical smell to dissipate at that time.

Q2. May we serve as the prime contractor, managing the contract and quality control, while an approved local janitorial subcontractor performs the cleaning?

• Yes, please see references to subcontractors in the bidding documents in OregonBuys.

Q3A. Can the proposed subcontractor’s experience and references satisfy the minimum janitorial experience requirements?

• No, please see Section 2.2 Minimum Qualifications/Experience – the Bidder must satisfy the minimum requirements.

Q3B. May a designated representative from that subcontractor attend the walkthrough on

Cornerstone’s behalf?

• Yes, the bidders designate their own representatives.

Q3C. If so, is any advance authorization required and how should they sign in:

• No advance authorization is needed and there will be a sign in sheet at the walk-through

Q4. We do not have three years of comparable janitorial service experience. Would our related maintenance experience be acceptable, or must the bidder’s experience and references specifically involve janitorial services?

• No, per section 2.2 Minimum Qualifications/Experience/References: Bidders must have a minimum of 3 years’ experience providing the types of services described in this ITB.

Q5. Is the start date for this October 24th? It seems to indicate so, but I wanted to confirm.

• No start date has been set for this contract.

Also, were there any items DMV would like more attention given to from the previous contractor?

• All specifications and task schedule are detailed in Exhibit A-Statement of Services
