About this opportunity
The West Virginia Department of Administration Purchasing Division, procuring on behalf of the West Virginia Department of Human Services, Bureau for Medical Services, is seeking quotations for a Pilot Pharmacy Cost Containment Program under CRFQ BMS2700000001 with bids due July 29, 2026 at 1:30 PM ET. This is a Centralized Request for Quotation (CRFQ) cooperative purchasing vehicle, and the contract will be awarded to the vendor providing the lowest overall total cost meeting required specifications with no scoring methodology applied.
The scope encompasses pharmaceutical cost containment services for West Virginia Medicaid and the Children's Health Insurance Program, including drug utilization review, generic substitution promotion, and formulary management. Vendors must submit per-member, per-month (PMPM) operational costs for a nine-month period and implementation costs for a three-month base year, with services commencing immediately upon contract award. The cooperative structure allows multiple state and local entities to leverage the single procurement for volume-based pricing and competitive vendor options.
West Virginia applies reciprocal preference to non-resident vendors and provides preferences to resident small, women-owned, or minority-owned businesses; vendors requesting such preferences must submit written requests with supporting certification documentation. All vendors must be registered with the West Virginia Purchasing Division prior to contract award and pay the $125 registration fee. Vendors bidding alternate models or brands must clearly identify them with supporting documentation demonstrating equality to specified items.
Bids may be submitted electronically through wvOASIS, by paper delivery, or by facsimile to 304-558-3970 at the Purchasing Division, 2019 Washington Street East, Charleston, WV 25305. Written questions were due July 20, 2026. The successful vendor must execute new contracts and Business Associate Agreements (BAA) prior to final award. The contract will be administered by the Health and Human Resources Bureau for Medical Services, 350 Capitol Street, Room 251, Charleston, WV. Crystal G. Hustead is the buyer; contact (304) 558-2402 or crystal.g.hustead@wv.gov. No pre-bid meeting will be held.
