About this opportunity
The Housing Authority of Salt Lake City is soliciting bids on roof replacement at Phillips Plaza, a public housing property located at 660 South 300 East in Salt Lake City, under IFB 26-017, with bids due September 11, 2026 at 5:00 p.m. MDT. No set-aside, preference program, or eligibility restriction is stated.
The scope is complete tear-off and replacement of the existing built-up tar-and-gravel roof system covering approximately 8,827 square feet (main roof and two penthouse roofs) to the structural deck. The Base Bid must include new code-compliant insulation, drainage improvements, flashings, roof drains, and a manufacturer-approved, fully warranted minimum 60-mil white TPO roofing system with a minimum 60-year warranty. Bidders must verify actual dimensions and existing conditions; the existing system comprises approximately one layer of tapered insulation, 35 penetrations, eight roof drains, and a wood structural deck. Bidders must also provide a separately priced Owner Option credit for a roof recovery system (1.5-inch ISO/RhinoBond assembly) if post-award roof investigation and manufacturer confirmation establish feasibility. Additive alternate pricing is required for upgrade from 60-mil to 80-mil TPO, and unit pricing for additional or concealed-condition work. Bidders are responsible for post-award roof investigation and moisture survey, including core cuts as appropriate. Contractor-developed surface-drainage alternatives using scuppers or downspouts may be proposed subject to HASLC approval and code and warranty requirements. Bidders may submit alternate scopes and pricing (including fully adhered TPO systems) provided such alternates are submitted in addition to required pricing.
Non-mandatory site visits were held August 13 and September 1, 2026. No estimated contract value, contract term, or incumbent is identified. HASLC will coordinate rooftop equipment removal, chiller-piping adjustments, and resident access as needed.
