About this file

This is a Questions and Answers document related to Invitation for Bid (IFB) #26-017 issued by the Housing Authority of Salt Lake City (HASLC) for roof replacement services at Phillips Plaza, located at 660 South 300 East in Salt Lake City, Utah. The project encompasses the complete tear-off and replacement of the existing built-up roofing (BUR) tar-and-gravel system covering approximately 8,827 square feet, including the main roof and two penthouse roofs. The existing roof contains approximately one layer of tapered insulation, 35 penetrations, flashings, and eight roof drains on a wood structural deck that must be verified by the contractor. HASLC conducted a non-mandatory site visit on August 13, 2026, and scheduled an additional non-mandatory site visit for September 1, 2026, at 2:00 p.m. MDT. The Base Bid requires code-compliant insulation and a manufacturer-approved TPO attachment system, with a separately priced Owner Option for a roof recovery system (1.5-inch ISO/RhinoBond assembly) pending post-award roof investigation and manufacturer confirmation of suitability.

Bidders are required to submit pricing for the Base Bid scope as written for full tear-off and replacement, along with a separate credit for the Owner Option roof recovery system. The Base Bid specifies a fully warranted minimum 60-mil white TPO roofing system, with an additive alternate price to upgrade to 80-mil TPO and unit pricing for additional or concealed-condition work. While the IFB does not require a fully adhered TPO system, bidders may submit alternate scopes and pricing, including fully adhered or other recommended systems, provided these are submitted in addition to the required IFB pricing. No pre-award roof-core report or moisture survey is available; however, the post-award roof investigation and moisture survey are included in the Base Bid and must be performed by the contractor to verify the assembly and evaluate recovery suitability.

Phillips Plaza Roof Replacement Questions and Answers

IFB #26-017

Site Visit and Existing Conditions

1. Will there be a site walk?

The IFB pre-scheduled and published a non-mandatory site visit for Thursday, August 13, 2026, at 10:00 a.m. MDT; that visit has passed.

HASLC will hold an additional non-mandatory site visit on Tuesday, September 1, 2026, at 2:00 p.m. MDT at Phillips Plaza, 660 South 300 East, Salt Lake City, Utah 84111.

2. What is known about the existing roof?

The IFB identifies a built-up roofing (BUR) tar-and-gravel system with approximately one roof layer, tapered insulation, approximately 35 penetrations, flashings, and approximately eight roof drains. The structural deck is believed to be wood but must be verified by the Contractor.

3. Is a pre-award roof-core report available?

No. HASLC does not have a pre-award roof-core report identified in the IFB. The post-award roof investigation may include core cuts, as appropriate.

4. Is a pre-award moisture survey available?

No. After award, the Contractor must perform the Attachment A roof investigation and moisture survey to verify the assembly and evaluate whether it is suitable for recovery. The investigation is included in the Base Bid.

Roofing System and Bid Alternatives

5. Does the 1.5-inch ISO/RhinoBond assembly apply to the Base Bid?

No. The 1.5-inch ISO/RhinoBond assembly applies to the Owner Option - Roof Recovery System.

6. How should bidders price the required scope?

Bid the IFB scope as written: submit the Base Bid for full tear-off and replacement and separately provide the Owner Option - Roof Recovery System Credit. The Base Bid requires code-compliant insulation and a manufacturer-approved TPO attachment system for proper energy compliance and drainage.

7. Is a fully adhered TPO system required for the Base Bid?

No. The IFB requires a manufacturer-approved TPO attachment system; it does not specifically require a fully adhered system.

8. May bidders submit alternate scopes and pricing?

Yes. Bidders may submit clearly identified alternate scopes and pricing, including a fully adhered or other recommended system, for HASLC's consideration. Any alternate must be submitted in addition to, and not in place of, the required IFB pricing. The required Base Bid remains the basis for determining the low bidder. Line items specifying additional requirements believed to be applicable should be specified separately with pricing to ensure proper bid leveling.
