About this opportunity
The Maryland School for the Deaf is soliciting pest control services for its Frederick Campus under IFB MSDFC27FAC02, with bids due August 25, 2026 at 10:00 a.m., and a pre-bid meeting on August 11, 2026 at 1:00 p.m. This is a Small Business Reserve procurement, limiting eligibility to vendors certified by the Maryland Department of Social and Economic Mobility's Office of Small, Minority & Women Business Affairs.
The scope includes integrated pest management across 14 buildings and grounds at the Frederick Campus, with bimonthly service visits scheduled for the first and third Fridays between 7:00 a.m. and 3:30 p.m., Monday through Friday. Services cover general pest control for rodents, vermin, mosquitoes, insects, and other arthropod pests; bimonthly inspections; weekly monitoring station inspections by school housekeeping staff; glue board placement in support services, garage, cafeteria, dormitories, gymnasium, elementary buildings, and administrative offices; and emergency calls on an as-needed basis. The contractor must eliminate or control all pests within ten days of notification to proceed. Excluded pests—termites, bed bugs, snakes, and bats—are handled on a time-and-materials basis. All chemicals used in food service areas must be FDA or USDA approved. The contractor must obtain committee approval at least 48 hours before chemical application and notify staff, students, and parents at least 24 hours before application (or within 24 hours for emergencies).
The contract term runs from September 1, 2026 through June 30, 2029, comprising a one-year base year and two optional one-year extensions. Bids are priced monthly; the bid form requests monthly service pricing for direct annual comparison.
The contractor must maintain a minimum of five years of pest control experience and hold a current Maryland pest control license. Broad Form Comprehensive General Liability Insurance with minimum bodily injury limits of $300,000 per person and $500,000 aggregate per occurrence is required. Bidders must submit three customer references from the past five years, a Conflict of Interest Affidavit, Material Safety Data Sheets for all chemicals, and comply with COMAR 15.05.01 pesticide regulations. Award is based on lowest total bid price from a responsible, responsive bidder. Questions are due August 18, 2026 at 5:00 p.m. The RSVP deadline for the pre-bid meeting is August 10, 2026.
