About this file
This is an Integrated Pest Management Plan document for the Maryland School for the Deaf located at 101 Clarke Place, Frederick, Maryland. The plan establishes the framework for pest control services at the Frederick Campus, which includes general pest control for rodents, vermin, mosquitoes, insects, and other arthropod pests. The contract is structured as a one-year initial term with two optional one-year extensions. The pest control contractor must conduct bimonthly inspections of all areas and kitchen areas, weekly monitoring station inspections by agency housekeeping staff, and provide emergency service calls on an as-needed basis. The contractor will place glue boards in specified areas including support services, garage, cafeteria, dormitories, gymnasium, elementary buildings, and administrative offices to monitor pest activity.
The plan emphasizes an integrated approach utilizing structural maintenance, sanitation, monitoring, mechanical and biological control, and judicious pesticide application as a last resort. The contractor must submit written recommendations for corrective measures to the Housekeeping Supervisor prior to any pesticide application and maintain detailed service records and pest sighting logs. The vendor must obtain approval from a committee comprised of the Housekeeping Supervisor, Maintenance Supervisor, Maintenance Chief, and Deputy Operating Officer at least 48 hours before applying any chemicals and must provide MSDS sheets for all pesticides. Notifications must be given to staff, students, and parents at least 24 hours before pesticide applications, or within 24 hours for emergencies. Excluded pests including termites, bed bugs, snakes, and bats will be handled on a time-and-materials basis. Any proposal or quote exceeding $2,500 allows Maryland School for the Deaf to seek alternate bids.

Integrated Pest Management Plan General Pest Control Maryland School for the Deaf 101 Clarke Place Frederick, MD 21705 301-360-2092
Purpose of IPM (Integrated Pest Management Plan) Pest control in schools is essential to protect both the health and safety of the children and staff, minimize pest damage to structures and personal property, and improve the quality of the educational environment. To meet these goals, the Maryland Department of Agriculture works cooperatively with Maryland public school systems to implement an IPM program to control pests in schools. In order to have a successful IPM program, teachers, parents and students should have an understanding of what an IPM program is and what role they have in helping to ensure that the IPM program will be effective.
Pests to be Controlled:
Rodents, Vermin, mosquitos, and insects including air insects are included in the IPM.
Pest control services which can be performed in the General Pest Control category includes all insects including cockroaches, ants including carpenter ants, winged termite swarmers emerging indoors, incidental/occasional invaders including any type of bee, except Honey Bees, wasps, and hornet entering from out of doors, and flies and all other arthropod pests. Honey Bees will be removed/treated in accordance with State of Maryland Laws/Acts. MSD Housekeeping will contact a Beekeeper to remove Honey Bees around the Frederick Campus. If the winning vendor is a Beekeeper, the billing of this removal/treatment will be on a time and material basis, this will include rental of a lift if the Honey Bees are at a higher level than a ladder can reach. Populations of these pests that are located immediately outside of a specified building and pose a possible infestation problem to that building are included.
General The Maryland School for the Deafwill be inspected byawarded pest control contractor for the purpose of identifying potential problem areas that may be contributing to pest infestation within the facility, making recommendations for corrective measures that
1|Page should be implemented and developing a comprehensive integrated pest management (IPM) plan. The IPM plan will utilize all methods of pest control, which may include structural maintenance, sanitation, monitoring for pest populations, mechanical and biological control, and the judicious use of pesticides. These methods will help to eliminate food, moisture and harborage for pests, making their survival more difficult.
Pesticides will not be applied on a routine basis; however, they may be used as a tool to maintain pest populations at or below an acceptable level. The selection and need of pesticides that may be used will be based on recommendations by the pest control operators (PCO), which will utilize least toxic products as first choice. Proper implementation of this program will reduce the volume, toxicity and frequency of application of pesticides, thereby reducing the risk of potential exposure of building occupants who may be sensitive to their use.
The PCO and the Housekeeping supervisorshall meetto discuss areas that have been problematic or sensitive. (i.e); Class rooms; kitchens, lounges, offices or areas where there is a history of high pest Areas or persons that are sensitive to pesticide use will also be discussed. Once these areas have been identified, the PCO and agency representative will discuss various pest control options and determine the speed of control necessary as well as threshold/action levels based on pest population and species.
Recommendations Awarded pest control contractor will submit recommendations for corrective measures in writing to The Housekeeping Supervisorprior to theapplication of any pesticides.
He/sheis responsible for scheduling and coordinatingstructural maintenance of the facility and will act on the recommendations as soon as possible.He/shewill report in writing which recommendations will not be followed and state the reasons if no action is to be taken Otherwise, all IPM methods that are recommended will be followed. Pest control services will be supervised byname & certificationnumber, and performed by name & certification number(s)ofname of pest controlcompany & business registration number. The IPM program will includebimonthly inspections to all areas and bi-monthly to all kitchen areas by the PCO and weekly inspections of the monitoring stations by the agency Housekeeping supervisor. Emergency service calls are included in the contract on an as needed basis. Records will be completed at the conclusion of each service call and will include written recommendations of corrective measures that need to be made by building maintenance personnel. A member of the custodial staff should be available to allow the pest control technician to access areas that may be locked.
Records The pest control technician will indicate pest problem areas and provide written recommendations for structural, sanitary or procedural modifications on "Pest Control Service Record and Pest Inspection Report" forms or substantially similar substitute.
These forms will be kept in a file that will be maintained in the Maintenance building by the Housekeeping supervisor. He/shewill act as aliaison between the pest control company and department supervisor(s) and will be responsible for notifying the appropriate personnel of corrective actions that are needed (i.e.; sanitation).

The pest control technician at the beginning of each service call will review Pest sighting report logs provided by the Housekeeping Supervisor. The log will be maintained in the Maintenance building and will serve as a tool to facilitate communication between all personnel and the pest control technician.Allpestsightings should be reported in the logs and should include specific information as to the location and type of pest, if known. Whenever possible, a sample of the insect will be provided to the pest control technician for identification purposes.
Monitoring Service call/monitoring inspections will be limited tolist specific areas that will be inspected - (i.e.; kitchen, kitchen storage, dish room, laundry room, cafeteria, employee lounge, custodial closets, locker rooms, laundry room, main offices, hallways on ground and main floors, boiler room etc..)and the perimeterof the building unless pest activity or sightings in other areas have been reported in the pest sighting log.
Glue boards will be used for the duration of the IPM program to monitor pest populations and activity. They will be placed in areas where pest activity has been identified or is likely to occur. The dates of installation and servicing will be indicated on each monitor and the pest control technician will create diagrams or maps indicating their placement. The diagrams will be maintained as part of the pest control company's service record. Visual inspections of the glue boards will help the pest control technician to identify specific areas of infestation, if any, and assess the need for further action.
The glue boards will be placed as follows;
Specific areas– (Frederick Campus) Support Services Garage Cafeteria Dorms (All 3) Ely Museum Administration Veditz Gymnasium Elementary Shed (If necessary) Bathroom (Football field) Snack shop (Football Field) Hessian Barracks Shockley House
The pest control technician may also use flushing agents and inspection tools during monitoring visits.
Occasional Invaders & Bees/Wasps Pesticide applications will not be performed to control occasional invaders unless they present an immediate health hazard or are unduly disruptive. The pest control technician will identify the pest and make recommendations to correct conditions that are conducive to infestation. Pests that are occasional invaders may include drain flies, fungus gnats, earwigs, spiders, sow bugs and centipedes. Improving sanitation and removing organic debris, which will reduce their food supply, can usually control them.
Elimination of moisture sources is also helpful. Pests that may pose an immediate health threat such as bees and wasps will be treated using the recommendation of the
PCO

Stored Product Pests Stored product pests can usually be controlled with proper sanitation, storage and inventory control. Products should be stored in clean airtight containers. The products should be checked frequently for signs of infestation and disposed of if infested.
A crack and crevice application of or may be applied if it is determined by the pest control technician and COR that residual control would be beneficial.
Pesticide Plan Pesticides may be applied if pest populations exceed an acceptable level. Levels will be determined by the Maryland School for the Deaf and the PCO and their recommendations will be given first consideration.
Priority is given to those pesticides having the lowest toxicity, taking into consideration the method and frequency of application and the risk of exposure to building occupants.
A MSDS (Material Safety Data Sheet) will be provided to the Maryland School for the Deaf Maintenance/Housekeeping Dept for every chemical/pesticide that is applied on MSD property.
Before application of chemical/pesticide the vendor must have MSD’s approval. Also the vendor must give MSD at minimum 48 hour notice of chemical/pesticide being applied. The approval committee are as follows:
1. Housekeeping Supervisor
2. Maintenance Supervisor
3. Maintenance Chief
4. Deputy Operating Officer
The Maryland school for the Deaf will confer with the Pest Control Operator (PCO) regarding all recommendations to pest levels and means and methods of controlling them.
Notifications:
Annual notifications of the IPM plan will be given to all staff, parents (guardians) and students via handbooks
At least 24 hour notice will be given to all staff, students and Parents (guardians) before any applications of pesticides
For emergency pest control applications notice will be given within 24 hours of the application or the next school day.
Included in the notification will be the name of the pesticide; location of the application;
date and time of the application and the required statement from the EPA regarding
4|Page sensitivities to pesticides, a brief description of potential adverse effects based on the MSDS sheets and the reason for the emergency application if possible.
The following lists are Pests that will be excluded from the program. The PCO should have methods of treating these pests. The methods should be in accordance with all State and Federal laws. The treatment of these Pests will be on a time and material basis.
Termites Bed Bugs Snakes Bats
