About this opportunity
The City of Pasadena is requesting proposals for a comprehensive parking citations and permit management software solution with processing services under RFP released June 30, 2026, with proposals due August 5, 2026 at 3:00 p.m. and a questions deadline of July 15, 2026 at 3:00 p.m.
The scope encompasses parking citation processing, parking enforcement coordination, and residential permit program management across 1,250 metered spaces controlled by 380 multi-space pay stations, 13,000 non-metered street parking spaces, four surface parking lots, eight parking garages, and ten Preferential Parking Districts. The City currently issues over 101,000 citations annually and manages approximately 41,000 permits across multiple permit types. The solution must integrate with the California Department of Motor Vehicles for a minimum of two years and with existing systems including Vigilant License Plate Recognition, Passport pay-by-cell, and Tyler Munis Cashiering. Required capabilities include 24/7 Interactive Voice Response, correspondence generation and mailing services, adjudication and hearing management, delinquent collections services, comprehensive reporting, and support for all payment methods including credit cards, Apple Pay, and Google Pay. Data security mandates include AES 128-bit or greater encryption, U.S. data sovereignty, and prohibition on using City data for artificial intelligence training without express written consent.
The contract term is five years with two optional one-year extension periods subject to City Manager approval. Annual price increases are limited to the Consumer Price Index for Los Angeles-Long Beach-Anaheim. All pricing must be inclusive of equipment, software, labor, and integration costs; the City provides merchant banking through NIC and is responsible for those services. The contractor must provide handheld devices and dedicated project management support.
Proposers must demonstrate three or more years of experience providing parking citation and permit management solutions and submit current audited financial statements. Technical proposals must not exceed 50 pages and be submitted separately from pricing proposals. Submissions are made through the City's eProcurement Portal. Conflict of interest, disqualification, and lobbying disclosures are required, along with non-collusion declarations and equity ownership disclosures under the City Charter Taxpayer Protection Amendment.
