About this opportunity

The Office of Management and Enterprise Services (OMES) Central Purchasing division is requesting proposals on behalf of the Oklahoma State Department of Health (OSDH) to deliver school nurse services addressing physical health, mental health, wellbeing, and social services needs of students and families in Oklahoma public schools, with proposals due November 17, 2026 at 3:00 p.m. Central Standard Time. Questions are due by October 27, 2026.

The service provider must be a single nonprofit entity serving a minimum three-county contiguous area in a rural region, with no more than 20 percent of participating school districts exceeding 3,000 students. All participating school districts must maintain at least part-time school nurse staffing at 20 hours per week. The contract is structured as a one-year initial term with four one-year renewal options available, potentially resulting in a five-year agreement.

The annual cost shall not exceed $1.5 million. Year-one budgets must include detailed line-item justification aligned with the Whole School, Whole Community, Whole Child (WSCC) framework; overview budgets are required for years two through five. Indirect costs must be calculated using either the bidder's federally negotiated rate or the 15 percent de minimis rate. All pricing must be firm and fixed, with travel expenses included.

Evaluation will use best-value criteria incorporating price (Exhibit 02), mandatory requirements (Exhibit 01), and non-mandatory requirements. Non-mandatory preferred qualifications include cooperation with OSDH on youth survey programs, development of school-based health centers, incorporation of all ten WSCC components, submission of at least three letters of support from current partners, and documented measurable outcomes and quality assurance metrics across academic performance, attendance, behavioral, health, and social service indicators. Bidders must submit a SMART goals workplan for year one and a sustainability plan covering years two through five.

Responses must comply with HIPAA/ePHI requirements and be submitted exclusively through the Oklahoma Supplier Portal. Bid packets must include twelve sections with specified forms and certifications, including OMES Form CP076 (Responding Bidder Information) and the Budget Form (Exhibit 02). Bids remain firm offers for 120 days following the due date. The contracting officer is Brandy Kennedy at Brandy.Kennedy@omes.ok.gov or 405-522-8120.
