About this file

This document is an exhibit of mandatory and non-mandatory requirements for the Oklahoma State Department of Health (OSDH) School Nurse Pilot Project, administered through the Office of Management and Enterprise Services (OMES) Central Purchasing division. The project seeks to deliver comprehensive school nurse services addressing physical health, mental health, wellbeing, and social services needs of students and families across rural public school districts. The scope encompasses implementation of the Whole School, Whole Community, Whole Child (WSCC) approach to promote student learning and success. Mandatory requirements specify that the service provider must be a single non-profit entity serving a minimum three-county contiguous area in a rural region, with no more than 20 percent of participating school districts exceeding 3,000 students. The vendor must provide evidence of non-profit status and organizational documentation, and the annual cost shall not exceed $1,500,000. A detailed year-one budget with component breakdowns and overview budgets for years two and three are required.

Non-mandatory requirements establish quality standards and best practices for service delivery and evaluation. Preferred qualifications include cooperation with OSDH to implement youth survey programs, development of school-based health centers, incorporation of all ten WSCC components, submission of at least three letters of support from current partners, and evidence of measurable outcomes and quality assurance metrics across academic performance, attendance, behavioral, health, and social service indicators. The vendor should ensure all participating school districts maintain at least part-time school nurse staffing at 20 hours per week. Additionally, the contractor must submit a SMART goals workplan for year one identifying responsibility assignments and a sustainability plan covering years two through five.
