About this opportunity

The State of Delaware Division of Public Health is soliciting proposals for an open and continuous pool of qualified consulting and support services vendors on an as-needed basis through project-specific Statements of Work, with proposals due September 15, 2026 at 1:00 PM EDT and questions due August 4, 2026 at 4:30 PM EDT. No minimum work volumes or specific deliverables are guaranteed, and multiple contracts are anticipated to be awarded. This is a framework solicitation with no set-asides or preference programs stated.

Service categories span policy, regulation, and governance; public health program design and implementation; process improvement and mapping; project and program management; fiscal and financial management; grant administration; audit and compliance; stakeholder engagement and training; and family or client support logistics. Vendors may propose additional DPH-specific consulting services not listed. Vendors must identify which service categories they are proposing and demonstrate capabilities through experience, familiarity with services, staffing structure, performance record, budget approach, and references. Workplans must include clearly defined objectives, monitoring approaches with data sources and measurement frequency, baseline and target metrics, and identified responsible parties.

The contract term is one year with nine optional one-year extensions, with an estimated project start date of January 2, 2027. Vendors must maintain Delaware licenses or certifications, hold commercial general liability insurance of $1,000,000 per occurrence and appropriate professional liability coverage, provide a System for Award Management (SAM) registration with a Unique Entity Identifier if receiving federal funds, and comply with HIPAA, HITECH, and state data protection standards. All work must be performed within the United States with no offshore activities permitted.

Proposals are evaluated on a 100-point scale: experience and training (20 points), familiarity and project execution capability (20 points), pricing (20 points), staffing structure (10 points), performance record (10 points), budget approach (10 points), and references (10 points). Subcontracting requires prior written approval. A non-mandatory pre-bid meeting is scheduled for August 18, 2026 at 1:00 PM EDT via Microsoft Teams. The State anticipates notifying awardees by November 30, 2026.
