The State reserves the right to award to single or multiple responders and may negotiate with the highest scoring responder. Cost proposals remain firm for 90 days from submission. Evaluation uses two-tier scoring: Tier 1 emphasizes cost discount (700 points), Punch-Out Catalog Solution (200 points), and responsiveness/terms acceptance (100 points); Tier 2 assesses cost discount (500 points), Product and Operational Requirements (200 points), and Sustainability Programs (150 points).
