About this file
This is a Request for Proposal (RFP) attachment document issued by the Minnesota Department of Administration for office supplies procurement available to State agencies and Cooperative Purchasing Venture (CPV) members statewide. The solicitation seeks qualified vendors to provide a comprehensive line of office supplies including office supplies, copy paper, toner, ink, and remanufactured cartridges through an online ordering system with delivery services throughout Minnesota. The contract term is anticipated to run from September 2026 through August 2027, with options to extend up to an additional 48 months in increments determined by the State. Responses must be submitted electronically through the SWIFT Supplier Portal by the specified deadline. The State intends to utilize Punch-Out Catalog functionality, requiring awarded contractors to provide and maintain a punch-out catalog enabling direct access to the contractor's website from the State's eProcurement system with real-time pricing, item quantities, and product availability displays. Contractors must maintain sufficient staffing and resources to support customer service, order processing, order fulfillment, and contract administration.
Pricing must be submitted using the required Exhibit D Price Schedule with discount percentages off vendor and wholesaler list catalogs for office supplies, recycled-content copy paper pricing (minimum 30% post-consumer waste content with no virgin paper allowed), and toner and ink cartridge pricing including HP-brand specific categories and remanufactured options. Responders must complete all sections of the pricing schedule and provide applicable catalogs, online catalog addresses, or price lists with their proposals. Additional submission requirements include responder declarations certifying accurate information, non-collusion, and absence of organizational conflicts of interest; exceptions to State terms and conditions; Workforce and Equal Pay Certificate information; contractor contact information; prompt pay discount offerings; delivery timeframes; incentive programs; sustainability program capabilities; sample packing labels and packing slips; and current reporting capabilities. Contractors must confirm understanding of operational requirements including minimum 98% order fill-rate, no minimum order requirements, customer service availability 8:00 AM to 4:30 PM Central Time Monday through Friday excluding State holidays, compliance with punch-out catalog specifications, and adherence to all shipping, packaging, and reporting standards outlined in the scope of work.
