About this file
This is an Exhibit D Price Schedule form for Minnesota Department of Administration's Request for Proposal (RFP) SWIFT Event No. G0210-2000018423 for office supplies to serve State agencies and Cooperative Purchasing Venture (CPV) members. The procurement covers a comprehensive range of office supplies organized into three sections: Section 1 includes 40 categories of general office supplies such as adhesives, storage containers, office furniture, writing instruments, and technology accessories; Section 2 covers copy paper with minimum 30 percent post-consumer waste recycled content; and Section 3 encompasses toner, ink cartridges, fusers, kits, drums, accessories, and remanufactured cartridges for HP brand and other brands. Responders must complete percentage discount columns for both vendor list catalogs and wholesaler list catalogs for all applicable categories, providing catalog dates, numbers, or links. Proposals are due July 23, 2026 at 3:00 p.m. Central Time through the SWIFT Supplier Portal. The contract term runs September 1, 2026 through August 31, 2027, with optional extensions up to an additional 48 months in State-determined increments. The estimated one-year contract value is $7 million to $10 million.
Responders must submit whole number percentage discounts in all required columns or enter "No Response" or "N/R" for categories not offered; failure to complete all sections and categories may result in proposal rejection. The State reserves the right to award to single or multiple responders and may enter the highest price received from all responders for any line items left blank or marked "No Bid." Contractors must be Original Equipment Manufacturers, Authorized Manufacturers, or Authorized Distributors for each brand offered and provide current product catalogs. All proposed pricing must be firm for 90 days from submission. Contractors are required to maintain a minimum 98 percent next-day fill rate with no minimum order requirements, deliver FOB destination with freight prepaid and included in pricing, and provide customer service Monday through Friday from 8:00 a.m. to 4:30 p.m. Central Time excluding State holidays. Additionally, contractors must integrate with the State's eProcurement system via Punch-Out Catalog functionality for real-time pricing and inventory visibility, submit quarterly usage reports, and remit a 1 percent administrative fee on total spend. Targeted group, economically disadvantaged, and veteran-owned businesses receive 12 percent preference points; eligible DEED/DHS providers receive 6 percent preference points. Evaluation uses two-tier scoring with Tier 1 emphasizing cost discount (700 points), Punch-Out Catalog Solution (200 points), and responsiveness/terms acceptance (100 points), and Tier 2 assessing cost discount (500 points), Product and Operational Requirements (200 points), and Sustainability Programs (150 points).
