About this opportunity

The West Virginia Department of Environmental Protection, Office of Environmental Remediation is requesting quotes for the creation and maintenance of a statewide Excavator Environmental Advisory Service and Property Transfer Monitoring Service under CRFQ 0313 DEP2700000004, with bids due October 8, 2026 at 1:30 PM ET. This is a Central Master Agreement procurement.

The scope covers a web-based system that monitors excavation tickets received through the WV811 call center, generates advisory notifications to OER staff within one hour of ticket receipt, and maintains interactive mapping layers displaying site boundaries, excavation information, and contaminated-site data. The service must also monitor ownership and parcel boundary changes across approximately 367 monitored sites consisting of 566 polygons, including semiannual property ownership and boundary reviews and two annual property transfer letter generation and mailing cycles. Historical data (2022 through mid-2026) shows annual excavation ticket volumes of 1,450 to 3,603, with estimated quantities of 1,800 dig tickets and 1,200 dig update tickets annually for evaluation purposes; actual volumes may differ. The contract spans four years, with the first year including one-time system setup and letter template development and three renewal years of ongoing service.

Vendors must demonstrate five years of experience with WV811 system interface capabilities, long-term stewardship monitoring of environmentally contaminated properties, large-scale geospatial site mapping and monitoring, and tax parcel information management for splits, mergers, and ownership transfers. The awardee assumes responsibility for website hosting, domain management, identity management integration, backup and disaster recovery using a 3-2-1 strategy, and audit logging. The contract requires 99% system uptime, WCAG 2.1 Level AA accessibility compliance, West Virginia Office of Technology SaaS Addendum compliance including SOC 2 audit reporting, annual Cloud Security Alliance STAR Self-Assessment, multi-factor authentication integration, encryption of personally identifiable information in transit and at rest, and 24-hour security incident notification protocols. All data must be stored exclusively in U.S. data centers. The vendor pays WV811's per-ticket cost and bears all performance costs not explicitly included in pricing.

Pricing is submitted on a unit basis per normal and update dig tickets across all four contract years. Addendum #2 was issued October 1, 2026. Bids submit to the Department of Administration Purchasing Division, 2019 Washington Street East, Charleston, WV 25305. Contact Joseph E. Hager III at (304) 558-2306 or joseph.e.hageriii@wv.gov.
