About this opportunity

The City and County of San Francisco Office of Contract Administration, on behalf of Central Shops, is requesting bids for lights, sirens, and emergency vehicle electrical parts across twelve manufacturer-specific aggregates, with bids due August 20, 2026 at 12:00 p.m. Pacific Time. This is full and open competition with no set-asides; however, San Francisco Micro and Small LBE bidders certified by the Contract Monitoring Division are eligible for a 10 percent rating bonus for contracts valued between $20,000 and $10,000,000, and SBA LBEs receive a 5 percent bonus for contracts valued greater than $400,000 but not exceeding $10,000,000.

The solicitation covers twelve separate aggregates representing individual manufacturers: Code 3, Federal Signal, SoundOff Signal, Whelen, Grote, Havis, Maxxima, Trucklite, Cole Hersee, Setina, Troy Products, and Unity. Bidders may submit bids on each aggregate separately and are not required to bid on all brands. Aggregates 1–8 evaluate based on weighted average discount off manufacturer's suggested retail price (MSRP) with category weightings: Lights 46.08%, Sirens 4.45%, and All Other Emergency Vehicle Electrical Parts 49.47% (Aggregates 1–5); Lights 48.23% and All Other Parts 51.77% (Aggregates 6–8). Aggregates 9–12 evaluate on highest discount off MSRP for Emergency Vehicle Electrical Parts only. All goods must be new, current model, delivered as operational, and conform to Federal Motor Vehicle Safety Standards and California Vehicle Code standards. Bidders must complete all required yellow cells on the bid sheet for all lines within each aggregate they bid on; failure to do so results in rejection.

The contract is an indefinite-quantity, as-needed term agreement with an original five-year term and two optional renewal years for a total of seven years. Pricing must be based on percent discount below MSRP, firm for the entire contract term including extensions. Delivery is to 555 Selby Street, San Francisco, CA 94124, between 8:00 a.m. and 5:00 p.m. A mandatory pre-bid meeting is scheduled for August 10, 2026 at 10:00 a.m. via Microsoft Teams. Questions are due August 17, 2026 at 12:00 p.m. Solicitation Addendum No. 2 was issued August 11, 2026. Bidders must submit Attachment 2 (Bidder Questionnaire and References) and Attachment 4 (Bid Sheet). The contact is Erica Baker at 628/652-1602 or erica.baker@sfgov.org.
