About this opportunity
The Colorado Department of Military and Veterans Affairs is requesting sealed bids on a controlled-space remodel at the Joint Force Headquarters building in Centennial under IFB1 2027-0001, with bids due electronically July 28, 2026, at 10:00 AM. A mandatory pre-bid conference and site tour occurred July 15, 2026; clarification questions were due July 17, and addenda were issued July 23. Colorado labor must perform at least 80% of the work, and preference is given to Colorado resident bidders. At minimum, one team member must hold ICD-705 certification, the contractor must have no prior state termination for non-performance, must have operated under the same business name for at least two years, and must demonstrate contracting experience on at least two projects exceeding $550,000 in hard costs. All project team members must pass background checks; no criminal records or foreign citizenship are permitted.
The scope encompasses approximately 1,110 square feet of Level 2 controlled-space remodeling at 6848 South Revere Parkway, Centennial, involving reconfiguration of office spaces, conference room, and vestibule; demolition and new construction of partitions with specialized vapor barriers and AL40 aluminum sheathing for electromagnetic security; new flooring, wall finishes, and ceiling systems; mechanical, electrical, and plumbing rerouting; water-source heat pump installation; and security systems including card readers and fire alarm. Work must comply with 2021 International Building Code, NFPA 72 standards, and Centennial building code as enforced by South Metro Fire Rescue. The facility will remain operational during construction; work occurs Tuesday through Friday, 6:30 AM to 5:00 PM, with weekend work permitted with prior approval. The project is subject to Buy Clean Colorado Act requirements, mandating Environmental Product Declarations for eligible materials.
The estimated project cost is $550,000. The awarded contractor must provide a bid bond of not less than 5% of the total bid and payment and performance bonds of not less than 50% of the contract value. Contract award notification is anticipated August 2026, with construction start in August 2026 and project completion targeted for November 2026. The building will not assume responsibility for bid-preparation costs.
