About this opportunity

The Texas Department of Public Safety (DPS) is conducting an Invitation for Bid (IFB) solicitation (Number 26R0017289) for comprehensive elevator maintenance and repair services at the DPS Austin Headquarters Complex located at 5805 North Lamar Boulevard, Austin, Texas, and all DPS facilities within Travis and Williamson Counties. The contract encompasses preventive maintenance, minor repairs (services not exceeding four hours), major repairs (exceeding four hours, including hoist cable replacement and annual five-year safety tests), emergency callback service, and compliance with ANSI 17.1 safety standards. The selected contractor must establish a preventive maintenance program using the latest ANSI 17.1 edition for approval before contract execution, perform monthly machine room cleaning, conduct safety device examinations and elevator testing to verify proper leveling and speed specifications, and maintain comprehensive service documentation in both a Service Logbook and Preventive Maintenance Checklist. Required qualifications include employing lead technicians with a minimum of three years of elevator maintenance experience, designating a supervisor to visit all job sites at least monthly, and maintaining 24/7 staffing capabilities to complete major repairs within 72 hours (or with written extension approval from the Contract Monitor). The contractor must procure all necessary licenses and permits from the Texas Department of Licensing and Regulation, maintain a local warehouse inventory of replacement parts, furnish all materials and equipment at no additional cost, and ensure all employees pass background checks before commencing work. Emergency callback service must be answered within 30 minutes during regular business hours and within one hour during overtime at no additional charge. The contract term runs from the anticipated go-live date of September 1, 2026, through August 31, 2031 (five years), with sealed bid responses due by June 26, 2026, and award to be granted to the lowest responsive and responsible bidder meeting all specified requirements.

This procurement is subject to the Texas HUB (Historically Underutilized Business) Subcontracting Plan requirements applicable to contracts with an expected value of $100,000 or more, requiring all respondents to demonstrate good faith efforts in utilizing Texas-certified HUB vendors as subcontractors or provide detailed justification for self-performance of all work. Vendors must also comply with prevailing wage determinations issued by the U.S. Department of Labor Employment Standards Administration for service contracts in the specified Texas counties (Bastrop, Caldwell, Hays, Travis, and Williamson), with hourly rates ranging from $10.35 to $50.70 depending on occupational classification, plus fringe benefits including health and welfare compensation of $5.55 per hour and mandatory paid sick leave of one hour for every 30 hours worked (up to 56 hours annually). Respondents must complete multiple mandatory administrative forms including the Information and Certifications Form, HUB Subcontracting Plan, W-9 (Request for Taxpayer Identification Number and Certification), Direct Deposit Authorization Form, and Texas Identification Number Application (Form AP-152), and acknowledge compliance with the DPS Standard Terms and Conditions and all solicitation requirements. Vendors are required to submit pricing through the Mandatory Pricing Schedule, which captures unit prices and extended prices for each contract year across the five-year contract term, with separate labor rates for services performed during normal business hours and outside normal business hours at the two designated facilities. No specific incumbent vendor information, budget allocation range, or set-aside restrictions limiting bidder eligibility have been identified in the solicitation documents; however, vendors may qualify for applicable state preferences such as Texas resident bidders or service-disabled veteran-owned business designations if they meet the specified criteria. Vendors may submit responses either directly or through the optional DPS Online Bid Room portal, provided they allow adequate time for registration (up to two business days) to meet the June 26, 2026, response deadline.
