About this file
This Addendum No. 3 to Solicitation 405-26R0017289, issued by the Texas Department of Public Safety Procurement and Contract Services on June 15, 2026, amends the Invitation for Bid for comprehensive elevator maintenance and repair services at DPS facilities in Austin, Texas and the DPS Training Center in Florence, Texas. The solicitation encompasses preventive maintenance, emergency callback service, and major and minor repairs for 20 elevators across multiple buildings at the two locations. Site visits were conducted on June 1, 2026 at DPS Headquarters (5805 N. Lamar Boulevard, Austin) and June 3, 2026 at the DPS Training Center (810 Co Road 240, Florence, Texas), with attendance rosters included in the addendum. The original sealed bid deadline was June 26, 2026, and the contract term is five years, from September 1, 2026 through August 31, 2031. The addendum provides responses to ten bidder questions and includes a detailed roster of the 20 elevator units to be serviced, specifying unit numbers, building locations, mechanical room designations, ELBI decals, serial numbers, speeds, weight capacities, drive types, and installation or alteration dates.
Key clarifications in this addendum address contractor obligations regarding service documentation, wiring diagrams, forms and logs, and overtime compensation. The DPS confirmed that contractor-provided forms capturing required information are acceptable provided they remain agency property even after contract expiration, and that existing elevator mechanical room binder holders with historical diagrams and service records should be maintained by the new contractor in the same manner. The DPS clarified that underground piping, including hydraulic jack cylinders, constitutes excluded equipment and that overtime compensation is limited to one and one-half times the hourly rates quoted, with no allowance for industry-standard double-time rates. The DPS also confirmed that annual third-party inspections are required at the owner's cost and that equipment not in maintainable condition at contract commencement will be addressed through repair prior to contract execution or billing upon acceptance. Bidders were directed to submit courtesy invoice copies to the contract monitor, Danny Newlin at danny.newlin@dps.texas.gov, and to review the Texas Comptroller's ethics policy regarding the DPS Anti-Fraud Policy referenced in the standard terms and conditions.

8a. NAME AND TITLE OF SIGNER (Type or Print)
8b. OFFEROR
(Signature of Person Authorized to Sign) Date Signed
Question 1: In Exhibit F.4, Statement of Work, Section 1.0, the solicitation indicates that “The Contractor is responsible for verifying the elevator(s) identified in Attachment A.” However, Attachment A appears to be a form and does not identify the specific elevator units intended to be covered under this solicitation. Additionally, the solicitation references DPS Headquarters in Austin, Texas, and the DPS Training Center in Florence, Texas, but does not appear to identify the quantity or inventory of elevator units at each location. Please provide a list of the units intended to be covered under this solicitation.
Answer 1: A list of elevator is attached.
Question 2: In Exhibit F.4, Statement of Work, Section 10.0 states that a courtesy copy of the invoice must be sent to “Choose an item.” Please clarify the intended recipient and/or contact information for where the courtesy copy of the invoice should be sent.
Answer 2: Send to the contract monitor. danny.newlin@dps.texas.gov
Question 3: In Exhibit F.4, Statement of Work, Section 6.0(C), please clarify the requirement that “The Contractor must furnish wiring diagrams to be mounted on Masonite.” Specifically, will existing wiring diagrams currently maintained with the units, if any, remain with the equipment and be made available to the awarded Contractor upon contract transition?
Additionally, does DPS expect the Contractor to furnish available wiring diagrams only, or to provide diagrams reflecting current field conditions, including prior equipment modifications or alterations? Please also clarify whether an equivalent durable format for maintaining wiring diagrams with the equipment would satisfy the “mounted on Masonite” requirement.
Answer 3: Every elevator mechanical room has a mounted binder holder with past information, diagrams, and service records. Any new contractor would be expected to continue maintaining those service records in the same manner.
Question 4: Several sections of the Statement of Work reference the use of attached forms and logs (including, but not limited to, Attachments B–F for Service Logbooks, Preventative Maintenance Checklists, Call Back / Repair Logs, Oil Usage Charts, and Fire Service Test Logs).
Please clarify whether Contractors are required to utilize the exact DPS-provided forms or whether Contractor-generated forms are acceptable, provided they capture all required information and meet the documentation requirements of the solicitation.
Answer 4: Contractor provided forms with the required information are acceptable, understanding that those provided forms remain with each elevator referenced and become agency property even after the life of the contract.
Question 5: In Exhibit F.1 DPS Standard Terms and Conditions under section 7.6, it indicates "Contractor represents and warrants that it has read and understood DPS’s Anti-Fraud Policy….". Can you provide a copy of or a link to DPS's Anti-Fraud Policy for review.
Answer 5: https://comptroller.texas.gov/about/policies/ethics.php
Question 6: Please confirm that any equipment that is not currently in maintainable condition will be repaired before contract or will be billable upon acceptance of contract.
Answer 6: Confirmed https://comptroller.texas.gov/about/policies/ethics.php
Question 7: Are 3rd party inspectors included with maintenance?
Answer 7: Yes. we require an annual 3rd party inspection involving the owners, the service contractor, and the 3rd party inspector. It is the owner’s responsibility to pay the 3rd party.
Question 8: Scope section 6.0. D. states “Contractor must furnish wiring diagrams to be mounted on Masonite, which must become part of the elevator equipment.” Does DPS already have copies of the wiring diagrams? Can we change the phrasing to DPS provided contractor maintained?
Answer 8: See answer 3 above.
Question 9: Scope section 3.0 K. 2. states, “The labor quoted in the bid must be the rate charged.
If overtime is required, no more than one and one-half times the hourly rates quoted may be charged.” The elevator industry standard has negotiated double time rates for overtime heavy repair. Can we change the wording from one and one half to double?
Answer 9: No. One and one half is the offer.
Question 10: Scope section 6.0 D. lists the excluded equipment. Jack casing and underground piping are excluded items, but the hydraulic jack cylinders are not listed on the exclusions.
Elevator industry standard is anything underground is typically excluded; can we add this wording into the contract?
Answer 10: Underground piping includes the jack cylinder, and the contract wording will remain the same.
