About this opportunity

The New York State Division of Homeland Security and Emergency Services (DHSES) is soliciting proposals for development, implementation, and independent verification of a statewide Next Generation 911 (NG911) system under RFP 29393, with proposals due September 14, 2026 at 2:00 p.m. Eastern Time. DHSES is accepting proposals for two separate lots — Lot 1 (ESInet and Next Generation Core Services) and Lot 2 (Independent Verification & Validation) — but will award only one lot. An MWBE participation goal of 30 percent (15 percent for minority-owned and 15 percent for women-owned enterprises) applies, with good-faith-effort documentation required.

Lot 1 requires five years of 911 call delivery experience including multijurisdictional delivery, volumes exceeding 2 million calls annually, integration of multiple call-handling equipment platforms, successful implementation of at least one statewide ESInet and NG911 system project, and integration of multiple telecommunication system providers. The scope covers a standards-based Emergency Services Internet Protocol Network (ESInet) and Next Generation Core Services (NGCS) to process 911 communications across 133 primary Public Safety Answering Points (PSAPs) serving 19.9 million residents. System design must support over 19 million annual 911 calls with capacity exceeding 65,000 calls per hour, achieve 99.999% availability, maintain network latency under 50 milliseconds and packet loss under 1 percent, include redundant infrastructure with no single points of failure, comply with NENA standards (NENA-STA-010.3f-2021 and NENA-STA-040.2-2024), and adhere to NIST security frameworks and New York State ITS policies including CJIS background checks. All data must remain in the Continental United States with redundant architectures and 24-hour monitoring. Lot 2 requires five years of independent verification and validation experience on large multijurisdictional projects and covers assessment of Lot 1 provider compliance with contract requirements, service level agreements, and implementation standards across 20 specified deliverables.

The contract term is ten years from May 1, 2027 (or 30 days after Office of State Comptroller approval, whichever is later) with three optional renewal years. Pricing will be submitted via detailed cost proposal spreadsheets provided as attachments, with service level credits applicable for performance failures and liquidated damages for critical milestone delays. Prevailing wage requirements apply under DOL Article 9 (PRC# 2026004732) for construction-related occupations. Contractors must carry Commercial General Liability insurance of not less than $2 million per occurrence, Technology Errors and Omissions and Cyber Liability insurance ($1 million to $10 million depending on risk level), and Crime Insurance ($2 million to $10 million depending on risk level), with all policies naming the State of New York and DHSES as additional insureds on a primary and non-contributory basis.

Key dates include a mandatory intent-to-submit deadline of June 26, 2026, questions due July 8, 2026, and anticipated award notification January 11, 2027. Three satisfactory references are required. The RFP includes mandatory compliance checklists for both lots, detailed system requirements, MWBE and EEO staffing plan documentation, and extensive insurance and security compliance provisions aligned with New York State contract standard clauses.

New York State is actively pursuing a transition from the current legacy Enhanced 911 (E911) systems to a fully capable Next Generation 911 (NG911) environment. As part of this modernization, groups of counties have embarked on regional initiatives throughout New York State by deploying fiber- and microwave-based networks, with connectivity points accessing each Public Safety Answering Point (PSAP) within these regional initiatives for the purposes of 911 system sharing. New York State seeks to leverage progress already made in the transition towards NG911. This procurement will develop a standards-based Statewide Emergency Services Internet Protocol Network (ESInet) which will support Next Generation Core Services (NGCS) needed to process 911 communications on the ESInet (collectively, the ESInet and NGCS are referred to as the "System of Services").
