About this file

This is a bidders' questions and answers notice issued by the New York State Division of Homeland Security and Emergency Services (DHSES) for RFP 29393, concerning the development and independent verification of a statewide Next Generation 911 (NG911) system. The RFP solicits proposals for two separate lots—Lot 1 covering ESInet and Next Generation Core Services development, and Lot 2 covering Independent Verification & Validation—with awards limited to a single lot per contractor. Lot 1 requires bidders to demonstrate five years of 911 call delivery experience including multijurisdictional delivery, annual call volumes exceeding 2 million, integration of multiple call-handling equipment platforms, successful implementation of at least one statewide ESInet and NG911 project, and experience integrating multiple telecommunications providers. The system must support over 19 million annual 911 calls across 133 primary Public Safety Answering Points (PSAPs) serving 19.9 million residents, with design specifications including 99.999% availability, network latency under 50 milliseconds, packet loss under 1 percent, and compliance with NENA standards and NIST security frameworks. The intent-to-submit deadline was June 26, 2026, with questions due July 8, 2026, and proposals due September 14, 2026 at 2:00 p.m. Eastern Time. The contract term is ten years commencing May 1, 2027 (or 30 days after Office of State Comptroller approval, whichever is later), with three optional renewal years. DHSES received 261 timely questions from interested bidders and issued answers, revisions, and clarifications to vendors who submitted intents to bid.

Bidders must submit detailed cost proposals via spreadsheets provided as RFP attachments, with service level credits applicable for performance failures and liquidated damages for critical milestone delays. The RFP imposes a 30 percent MWBE participation goal (15 percent minority-owned and 15 percent women-owned enterprises) with required good-faith-effort documentation. Contractors must carry Commercial General Liability insurance of not less than $2 million per occurrence, Technology Errors and Omissions and Cyber Liability insurance ranging from $1 million to $10 million depending on risk level, and Crime Insurance ranging from $2 million to $10 million depending on risk level, with all policies naming the State of New York and DHSES as additional insureds. Prevailing wage requirements apply under DOL Article 9 for construction-related occupations. All system data must remain in the Continental United States with redundant architectures and 24-hour monitoring. Three satisfactory references are required, and the RFP includes mandatory compliance checklists, MWBE and EEO staffing plan documentation, and extensive security compliance provisions aligned with New York State contract standard clauses. Award notification is anticipated for January 11, 2027.
