About this opportunity
The Oregon Department of Fish and Wildlife (ODFW) is requesting proposals for janitorial services at three Newport office locations under a one-year initial term with an option for one additional year, with proposals due August 4, 2026 at 2:00 p.m. Pacific Time. This is an intermediate procurement under OAR 125-047-0270; the agency will not accept protests. Oregon Small Business Enterprises (OSBEs) receive a 10 percent preference applied to their final scores.
The scope covers weekly, monthly, quarterly, and annual cleaning at the Newport Annex Office (3,543 sq ft), South Beach Annex (5,750 sq ft), and Main Office (8,736 sq ft). Services include weekly cleaning of general areas, restrooms, lunch rooms, and entries; monthly baseboards and chair legs; quarterly floor scrubbing and carpet shampooing at the main office; and annual window cleaning and floor stripping/waxing. Cleaning is scheduled for weekends and designated weekday evenings to avoid business disruption. The contractor must furnish all labor, equipment, and cleaning supplies; ODFW provides hand soap, toilet tissue, paper towels, toilet seat covers, trash liners, and light replacements. The management plan must address sustainable cleaning products with Green Seal, UL ECOLOGO, or Safer Choice certifications. Offerors must have three years in business, current Oregon Secretary of State registration, and must maintain Workers' Compensation Insurance with Employers' Liability coverage of at least $500,000; Commercial General Liability of at least $1,000,000 per occurrence and $1,000,000 annual aggregate; and Automobile Liability of at least $1,000,000. Criminal background checks are required for all personnel before facility access.
Evaluation uses a 120-point scoring system: management plan (65 points), references (20 points), and price (35 points). Questions are due July 30, 2026. Walk-throughs can be scheduled with Jonathan Stratton at (541) 857-2537. The Notice of Award is expected August 19, 2026, with contract execution and start date approximately August 20, 2026. The contact is Marcus Jones, Contracts Specialist 2, at (971) 707-8151 or Marcus.Jones@odfw.oregon.gov. This solicitation was reposted following cancellation of S63500-00017045 due to an internal agency issue.
