About this opportunity
The West Virginia Department of Health and Human Resources is requesting proposals for a Mobility Platform Software solution under ARFQ 0506 RHT2700000001, with proposals due August 31, 2026 at 10:30 a.m. EDT. The question deadline has passed (August 17, 2026); Addendum #2 with vendor Q&A was posted August 25.
The core deliverables are a ride-scheduling and dispatch platform, ten bi-directional data integration interfaces (connecting to existing EHRs, payer systems, Data Spine, WVWIN, and other state infrastructure), training for up to 50 agency-designated end users delivered virtually or onsite, and hosting services for the contract year. The platform must support real-time ride scheduling and dispatch, patient eligibility verification, dispatcher dashboards with GPS tracking, member portals, automated notifications, closed-loop trip confirmation, appointment-triggered ride scheduling, driver mobile applications, and predictive demand forecasting with multi-modal transportation integration. Vendors must deliver a fully operational platform within 12 months of contract execution under a milestone payment schedule: 15% at Month 1, 15% at Month 3, 15% at Month 5, 20% at Month 6, 15% at Month 8, and 20% at Month 12.
The contract is funded through approximately $200 million awarded to West Virginia under the Rural Health Transformation Program (Section 71401, Public Law 119-21), with 100% funding from the Centers for Medicare and Medicaid Services and U.S. Department of Health and Human Services. The one-year contract term includes hosting costs within the total vendor price.
Vendors must meet extensive compliance requirements: HIPAA Privacy and Security Rules; NIST SP 800-53 Revision 5 Moderate controls; FedRAMP Moderate or GovRAMP Moderate authorization; CMS ARC-AMPE standards; IRS Publication 1075 background checks and confidentiality agreements; role-based access controls; encrypted communications; audit logging; and business continuity planning aligned to NIST guidelines. Subcontracting requires prior written IRS approval. All intellectual property becomes work-for-hire deliverables to the Agency; data must be maintained in portable non-proprietary formats with fully documented public APIs and complete technical documentation. Vendors must provide a minimum 90-day transition assistance period at no additional cost.
The West Virginia Federal Funds Addendum establishes parallel state and federal-funds evaluations; if the same bidder prevails in both, the solicitations combine into a single contract award. Federal compliance includes Davis-Bacon wage rates for construction exceeding $2,000, debarment verification through SAM, Byrd Anti-Lobbying compliance for awards exceeding $100,000, domestic product preferences for goods, minority and women's business enterprise participation standards, and recovered materials procurement requirements.
Vendors must submit a West Virginia Purchasing Affidavit affirming no outstanding debts exceeding $1,000 in aggregate to the state or political subdivisions and no employer default status. Bids are submitted to Kanawha Valley Building, Health and Human Resources Department, 300 Capitol Street, 7th Floor, Charleston, West Virginia 25301. Contact: Bryan D. Rosen, (304) 558-0953, bryan.d.rosen@wv.gov.
