About this opportunity

The Utah Department of Health and Human Services is requesting proposals for mobile MRI and CT diagnostic imaging services at Utah State Correctional Facility in Salt Lake County, with proposals due July 31, 2026. All contractor personnel must pass mandatory Utah Department of Corrections background checks and security clearance protocols; individuals with felony convictions within the past five years, two or more misdemeanor convictions, or current incarceration status are ineligible for facility access.

The scope requires self-contained mobile equipment—a minimum 1.5T MRI unit and 64-slice CT unit—fully licensed and registered for medical operation in Utah. The contractor must supply at least one ARRT-certified, Utah-licensed technologist per operational unit and a Board-Certified Radiologist to interpret all scans. Daily equipment calibration and quality control testing with documented logs are mandatory. Final signed radiology reports must be delivered within 24 to 48 hours of scan completion via HIPAA-compliant electronic methods; preliminary findings for STAT examinations must be provided within four hours of scan completion, and critical or life-threatening findings must be reported immediately by telephone. All contractor personnel must complete an eight-hour UDC orientation covering clinical and security procedures before assignment and comply with OSHA bloodborne pathogen standards.

The contract term is five years. Contractors must maintain commercial general liability insurance of at least $1 million per occurrence and $3 million aggregate and professional liability insurance. The cost proposal requires unit pricing for 44 distinct procedure line items organized by anatomical region and imaging modality, identified by CPT code.

Evaluation allocates 70 percent of points (1,000 possible) to technical criteria—including offeror qualifications and MRI/CT experience (60 points), radiologist interpretation capability (35 points), equipment certification (40 points), experience providing mobile imaging in the Wasatch Front geographic area (30 points), and compliance with scheduling requiring a maximum 30-day order-to-test-result turnaround (35 points)—and 30 percent to cost. A minimum technical threshold of 600 points (60 percent) is required for proposal approval. The lowest responsive bidder receives 100 percent of total cost points; proposals exceeding double the lowest price receive no cost points.

Submissions must be made through Bonfire and include conflict of interest disclosure (Attachment C(a) or C(b) for governmental entities), W-9 form unless the vendor currently holds a DHHS contract, technical response form, cost proposal sheet, and proof of professional licensing and certifications.
