About this file
This is a Scope of Work attachment for a mobile diagnostic imaging services contract issued by the Utah Department of Health and Human Services (DHHS) for use at the Utah State Correctional Facility. The contract requires the contractor to provide self-contained mobile Computed Tomography (CT) and Magnetic Resonance Imaging (MRI) units at a frequency determined by referral volume and DHHS designee requests. The MRI unit must be a minimum of 1.5 Tesla, and the CT unit must feature a minimum of 64-slice technology. All equipment must be fully licensed, registered, and certified for medical operation in Utah, with image quality acceptable for diagnostic interpretation by a radiologist. The contractor must maintain onboard HVAC systems to ensure temperature and humidity remain within manufacturer specifications. Service delivery includes daily equipment calibration and quality control testing with documented logs, patient history and safety screening prior to MRI procedures, and maintenance of MRI-safe ancillary equipment. The contractor must provide at least one American Registry of Radiologic Technologists certified technologist per operational unit holding current Utah professional licensure and modality-specific credentials. All personnel must successfully complete Utah Department of Corrections background checks and security clearance protocols and attend an eight-hour orientation covering clinical and security procedures before assignment.
The contractor must provide a Board-Certified Radiologist to interpret all diagnostic images and deliver final signed radiology reports to DHHS via HIPAA-compliant electronic methods within 24 to 48 hours of scan completion. Critical findings or life-threatening conditions identified during scanning or interpretation must be reported immediately to DHHS medical staff by telephone, with preliminary findings for STAT examinations delivered within four hours of scan completion. The contract requires quarterly reporting on performance metrics including the percentage of scheduled on-site imaging dates fulfilled, percentage of final reports delivered within 48 hours, and percentage of STAT examinations with preliminary findings provided within four hours. Monthly invoices must include contractor information, contract number, invoice details, and the number and type of imaging services performed during the billing period. The primary objective is to provide on-site comprehensive diagnostic imaging services to support patient diagnosis and treatment planning while eliminating high-cost inmate transportation to off-site medical facilities.
