About this opportunity

The State of Utah Division of Purchasing is requesting proposals for a comprehensive patient mobility contract encompassing vehicle adaptive equipment, used modified vehicles, home lifts, ramps, and walk-in showers with installation and maintenance services, with proposals due September 23, 2026. Multiple awards are anticipated. Vendors must achieve a minimum technical score of 600 points and a combined technical and cost score of at least 750 points to qualify for award.

The scope spans four primary service categories: vehicle adaptive equipment installation and maintenance; used modified vehicles (available only to vendors who previously win Category 1); home lifts, ramps, and walk-in shower installation and maintenance; and related services. All vehicle modifications must comply with Federal Motor Vehicle Safety Standards, and home installations must meet applicable municipal building codes. Vendors may bid independently on one or more categories. Contractors must maintain a current product catalog on the Division's website, conduct post-installation inspections prior to payment authorization, and provide detailed line-item pricing including separate installation labor rates covering debris removal. Pricing must not exceed rates offered to other purchasers; any percentage discounts from manufacturer's suggested retail price become minimum discounts for the contract's life. Travel charges are permitted at specified mileage rates. Contractors serving Department of Health and Human Services, Division of Services for People with Disabilities clients must complete an Atypical Medicaid Provider process and coordinate with DHHS/DSPD before commencing work.

The contract term is five years with a mandatory one-year price guarantee. Vendors must guarantee pricing and an administrative fee of 0.25% applies to all net purchases. Evaluation uses a 75-25 weighted split: technical criteria (Experience and Knowledge; Breadth of Offerings; Ordering and Delivery Process; Customer Service and Support; Maintenance and Warranties — each worth 200 points) and cost (333.3 points per category, awarded proportionally based on lowest-bid formula). Eligible users include state departments, political subdivisions, nonprofit organizations, and federal agencies. Contractors must maintain commercial general liability of no less than $1 million per occurrence and $3 million aggregate, and commercial automobile liability of $1 million per occurrence if vehicles are used in performance.
