About this opportunity
The Colorado Department of Corrections is soliciting quotes for metal products to supply the Colorado Correctional Industries Metal Shop at Fremont Correctional Facility in Canon City under DQ 2027000072 (Modification 1), with quotes due August 27, 2026 at 4:00 PM MST and a Notice of Intent to Award estimated for August 28, 2026.
The scope includes sheet metal, plates, tubes, angles, and bars in specified dimensions and quantities detailed in Exhibit D. Deliveries must be made to the CCi Metal Shop at 57500 East Highway 50 and Evans Road, Canon City, Colorado 81212. Bidders must submit estimated delivery dates with proposals and provide a minimum of three calendar days' written notice if unable to meet delivery schedules. Any vendor failing to deliver awarded goods on three separate occasions within agreed-upon timeframes may be deemed non-responsible and disqualified from participating in future CDOC solicitations for three years or indefinitely. This is a one-time purchase with Purchase Order execution anticipated for September 3, 2026.
Pricing must be itemized by line item, all-inclusive (including shipping, freight, and installation costs), and firm throughout the Purchase Order term. The CDOC may elect to include a provision allowing annual price increases not to exceed 2.5% for each fiscal year if awarded. The State is exempt from federal excise taxes and state and local use taxes.
Award will be made to the responsible bidder whose acceptable quote is determined most advantageous to CDOC, with price and cost as the primary consideration, along with sample quality and lead time for delivery. Service-Disabled Veteran-Owned Small Business (SDVOSB) bidders must submit U.S. Department of Veterans Affairs certification documentation.
Bidders must complete and submit Exhibits A through F, including Statement of Work response, Required Bidder Information, W-9 form, Price Quote, Contract Performance Outside the US or Colorado certification, and Non-Conflict of Interest attestation. Submissions are exclusive to bidnetdirect.com/cdoc. Awarded contractors must register with Colorado's CORE system, complete Enhanced Criminal Background Investigation within 30 days of award, and comply with security provisions including facility access restrictions and prohibitions on cell phones, cameras, weapons, tobacco, and contraband on CDOC properties. Commercial general liability insurance of $1,000,000 per occurrence is required, with the State of Colorado named as an additional insured after award.
