About this file
This is an insurance requirements document issued by the Colorado Department of Corrections (CDOC) that outlines mandatory coverage requirements for contractors and subcontractors performing work on state contracts. The document establishes baseline insurance standards that contractors must maintain throughout the contract term, with coverage amounts and types determined by the nature of services provided. Contractors are required to obtain certificates of insurance prior to contract execution and must maintain all required coverages continuously during the contract period. The document includes conditional requirements based on contractor activities, such as workers' compensation insurance for firms with employees, commercial general liability for most contracts, automobile liability for contractors accessing state property, and specialized coverage for those handling protected information, providing professional services, or having access to state assets.
All required insurance policies must be primary and non-contributing to state coverage, provided by carriers with A.M. Best ratings of "A" or better with financial size category VII or better, and include the State as an additional insured. Contractors are responsible for all insurance deductibles and must include policy provisions requiring 30 days' notice prior to cancellation or non-renewal, with subrogation waivers protecting the State and contractor from recovery claims. Minimum coverage limits include $1,000,000 per occurrence for general liability, $1,000,000 combined single limit for automobile liability, and $1,000,000 each occurrence/$2,000,000 aggregate for professional liability and protected information coverage where applicable. Contractors must submit evidence of insurance to doc_purchasing@state.co.us and are advised to obtain quotes prior to bid submission, as coverage amounts and terms may be subject to negotiation based on the specific services to be provided.
